Prosecutors who robbed Ukrainians for years exposed
Prosecutor General Kostin said that six heads of regional and specialized prosecutor’s offices had written letters of resignation, and another dozen prosecutors had decided to resign. So what is the reason for this sudden activity of law enforcement? Could it be the millions of dollars in pensions they received annually in addition to their basic salaries? Let’s take a closer look at a scheme that has been in place until recently.
How a group of prosecutors in Kharkiv region, with the help of controlled lawyers and judges, illegally appointed and increased their pensions, and we are sure that security forces throughout Ukraine used this algorithm. So how does it work?
1. False claims and forged documents
Prosecutors are filing lawsuits with the Kharkiv District Court of Appeal demanding that the Pension Fund’s Main Department pay them inflated pensions in the amount of 90% of their salaries, without any restrictions. At the same time, all allowances and bonuses are taken into account, which automatically make the amount many times higher.
2.Manipulation of the automated case distribution system
In order to ensure that the lawsuits get to the “right” judge, Judge Titov, a group of officials makes changes to the court’s automated document management system. Conditions are created under which only two potential judges remain, one of whom is Titov.
3. “Carousel of lawsuits”
If a lawsuit does not end up with Judge Titov, prosecutors withdraw it and re-file it until the case ends up with the “right” judge. Knowing that the documents were fake, Titov ruled in favor of the prosecutors, providing them with significantly inflated pensions.
4. Groundless appeals of the Pension Fund
In order to make it appear that the Pension Fund is appealing these decisions, its representatives file appeals, but with formal errors, such as not paying the court fee or with deliberate deficiencies. This allows the appeal to be returned, and decisions in favor of prosecutors become final
5. Benefit for all participants of the scheme
As a result, prosecutors receive several times inflated pensions, while Judge Titov, representatives of the Pension Fund and their beneficiaries receive undue advantage or, in simple terms, bribes. All actions of the scheme participants are well coordinated to ensure the success of each step.
Thanks to the above steps, a number of prosecutors have been receiving pensions in incredible amounts for years.

- Shevtsova Kateryna Volodymyrivna – Head of the Cherkasy Regional Prosecutor’s Office (formerly a prosecutor and senior prosecutor of departments of the Kharkiv Regional Prosecutor’s Office, deputy prosecutor of the Leninsky district of Kharkiv, head and first deputy head of the Kharkiv Local Prosecutor’s Office No. 1, head of the Dergachiv District Prosecutor’s Office of the Kharkiv region) – UAH 785,435.
- Volodymyr Lymar – First Deputy Head of the Kharkiv Regional Prosecutor’s Office – UAH 714,749.
- Oleksandr Suzyi – Deputy Head of the Kharkiv Regional Prosecutor’s Office – UAH 439,576.
- Tarasov Ivan Oleksandrovych – Head of the Department of Procedural Guidance in Criminal Proceedings of Investigators of the Territorial Department of the State Bureau of Investigation of the Kharkiv Regional Prosecutor’s Office – UAH 708,900.
- Sotnikova Tetiana Viktorivna – Head of the Department for Support of Public Prosecution in Court of the Kharkiv Regional Prosecutor’s Office – UAH 446,547.
- Svitlana Farkash, Head of the Documentary Support Department of the Kharkiv Regional Prosecutor’s Office – UAH 479,161.

This scheme is not just about the illegal enrichment of a few individuals. It is evidence of how corruption undermines trust in the judiciary and state institutions. At a time when the country’s budget is under pressure due to military spending, and hundreds of thousands of people are losing their jobs or receiving minimal social benefits, such schemes further exacerbate social inequality.
We filed a corresponding application to the list of central authorities even before the case gained resonance. And now we see the results – the first batch of prosecutors has already relinquished their powers. So should we expect a new wave of resignations?
