Ukraine’s energy sector under the occupation of billion-dollar schemes of the Ministry of Energy, Ukrenergo and GTS Operator of Ukraine. Digest of corrupt judges of the Shevchenkivskyi District Court of Kyiv

Ukraine’s energy sector continues to suffer from enemy attacks. Russians are destroying our thermal power plants and hydroelectric power plants, and oligarchs with ties to Russia have long monopolized fields with strategic assets. But that’s not all. State-owned enterprises responsible for the restoration, reconstruction, and protection of energy facilities and the budget allocated to them have become the object of enrichment for Ukrainian officials from the Ministry of Energy, the Cabinet of Ministers, and other central authorities.
In response, instead of taking real action, judges of central courts, including the Shevchenkivskyi District Court of Kyiv, are engaged in covering up and lobbying for theft and “finishing off” Ukraine’s energy sector in the face of war.
Here is an analysis of the most high-profile cases related to energy profiteering and the judges’ reactions to them.
How Zmiivska and Trypilska TPPs became platforms for corruption schemes of Centrenergo
Stakeholders of PJSC “Centrenergo”, in particular Director Yevhen Harkavyi and Chairman of the Supervisory Board Andrii Gota, facilitated fake victories in tenders under the guise of “repair” works by means of decisions.
In the course of such pseudo-contracts, pseudo-contractors receive contracts whose price is an order of magnitude higher than the market price. Instead of real work, the money goes to the wallets of fictitious companies, which distribute it among themselves and high-ranking officials. No real work is done, and coal contracts are replaced with fictitious agreements with dubious suppliers.
According to Prozzoro, the kickback schemes include mandatory “contributions” for companies wishing to participate in tenders. These “contributions” amount to up to 30% of the contract value and are a classic bribe. We are talking about 4.3 billion hryvnias distributed among companies controlled by the criminal group.
Among those involved in this corruption scheme are not only businessmen, but also representatives of the highest authorities. The Director of PJSC “Centrenergo” and the Chairman of the Supervisory Board interact with representatives of the Cabinet of Ministers, the Ministry of Energy and other government agencies to organize embezzlement mechanisms. Thus, the funds under the contracts that should have been used for energy needs actually end up in the pockets of the organizers of corrupt deals.
Given this information, the decision of investigating judge Chaika O. S. of the Shevchenkivskyi District Court of Kyiv in case No. 761/457/25 refused to oblige the Shevchenkivskyi District Prosecutor’s Office of Kyiv to investigate and bring the perpetrators to justice.
Million-dollar schemes of Energoatom during the blackout
In November 2024, Energoatom announced a tender for the purchase of fire protection materials. As a result, ATOMENERGORESOURCE LLC became the only bidder, winning a contract for the supply of fire protection materials worth more than UAH 52 million. The cost of individual goods was significantly overestimated, and the tender itself was questionable due to the lack of competition.
According to the documentation, the goods were to be delivered within 5 days. It is important to note that the prices were significantly higher than market offers, and the supplier company is affiliated with Energoatom.
By the way, ATOMENERGORESURS LLC was founded in 2020 and is owned by Oleh Rudchenko, with Vitalii Burda as its CEO. Over 5 years, the company has concluded agreements worth UAH 413 million, mainly for the supply of Pyro-Safe materials for nuclear power plants. In May 2024, Energoatom ordered the company to improve fire safety at the South Ukrainian NPP for UAH 279 million, but the contract was terminated due to financial problems.
In addition to the analyzed procurement, ATOMENERGORESURS LLC also won a number of other procurements. In particular, for the supply of mastics and putties for Rivne NPP for almost UAH 900 thousand. In each of the procurements, the company acted as the sole bidder, which already violates antitrust laws.
An important aspect is that Energoatom and its management, in particular Svitlana Orlyanska (authorized person for the procurement), ignored requests and comments on the inflated tender value, confirming their own involvement and lobbying of ATOMENERGORESURS LLC.
We also appealed to the investigating judges to oblige law enforcement officers to launch pre-trial investigations. In response, the Shevchenkivskyi District Court of Kyiv in case No. 761/2218/25 refused to do so, and Judge Trubnikov refused to investigate the money made in the energy sector and Energoatom’s schemes during the war.
GTS Operator of Ukraine paid billions for the reconstruction of a company investigated by the NABU
In December 2024, GTS Operator of Ukraine signed a contract for the reconstruction of a compressor station and installation of gas turbine units with KB Teploenergoautomatika LLC for UAH 1.5 billion. This money was supposed to be used to support defense capabilities and strategically important facilities, but in fact, it ended up with a company that has repeatedly been at the center of corruption scandals.
The details of the project remain classified due to “security threats,” but the deal itself raises many questions about transparency.
Other facts also raise suspicions, such as the fact that only a few large companies could participate in the tender, which significantly limits competition. In addition, the estimate contained prices that were 20-30% higher than the real market value.
And the firm KB Teploenergoautomatika, which received the contract, has ties to the former head of the Kyiv Metro, Viktor Braginsky, who used to work for Naftogaz.
In addition, KB Teploenergoavtomatika has repeatedly been at the center of corruption scandals. In 2023, the company came under investigation by the NABU and the National Police for illegal enrichment and overpricing the repair of the Red Line of the metro by UAH 1.5 billion.
And now the company is entrusted with billions of the strategic enterprise responsible for Ukraine’s gas.
However, the judges do not care about the facts presented, so the ruling of the Shevchenkivskyi District Court of Kyiv by investigating judge Trubnikov A.V. in case No. 761/2613/25 denied us the obligation of the Shevchenkivskyi District Prosecutor’s Office of Kyiv to investigate and bring the perpetrators to justice.
