The mobilization scandal: how do Ukrposhta, TCC and law enforcement make money off Ukrainians?

Over the past few weeks, a similar story has been told in different regions of the country: district military registration and enlistment offices have been issuing summonses for people liable for military service. They are created to “clarify data,” but here’s the interesting thing: Ukrposhta does not send these summonses anywhere. However, in the system where the records are kept, a mark is made that the shipment has been made. Why is this happening? The system indicates that the documents have been received by the post office and “the notice has been delivered,” although the reality is that no one sent the letters, so citizens do not receive them.

By the way, last year the Government of Ukraine allocated UAH 71 million 820 thousand for the centralized printing and distribution of calls for military service. However, in fact, the vast majority of calls are sent only formally, on paper. In reality, the men receive nothing but a notice in the “Wanted” reserve and a fine from the Military Commissariat.

Why can undelivered calls cost you UAH 16,000?

The military commissariats have no problem issuing fines for failure to perform military duty, allegedly due to failure to appear for a call. Such a fine can reach 16,000 hryvnias – this is one of the most common scenarios when a person does not receive a call, but he or she can still receive a “fine for evasion.” The logic is very simple: even if Ukrposhta does not deliver, the TCC records the fact of “non-appearance” and charges money. But the worst part is that the problem does not end there.

How do the police and prosecutors benefit?

It is known that today law enforcement and the prosecutor’s office are actively involved in the process of “punishing” citizens who allegedly evade mobilization. Criminal proceedings are opened on the basis of documents that have no real evidence.

So, now law enforcement officers have a new business – preparing and investigating fake cases. The prosecutor’s office and the police are actively working at the request of the TCC, and the result is hundreds of house searches, arrests, and many criminal cases. This is what citizens are afraid of, because even without evidence of your evasion, with the help of fake documents and no real delivery, you can simply be involved in a wave of “mobilization investigations.”

It is clear that not all searches concern low-income citizens. According to the information received, law enforcement officers are trying to “work” with citizens who may give a bribe to “close” a criminal case. Therefore, if you have a certain level of income, your property may become a target. Searches can be carried out without proper grounds, and then you become part of a series of cases that actually lead nowhere but to your pocket.

By the way, Kyrylo Yakovets, the head of the NGO Non-Stop, was also persecuted by the TCC: they hunted near his house, asking about his whereabouts. And even later, the status of “wanted” appeared in the Reserve app, despite the officially issued deferral. All this is another manifestation of pressure.

What should you do if representatives of the TCC and law enforcement officers appear at your home?

It is important to know that the TCC is not a party to the criminal process. They do not have the right to conduct searches or be present at the scene with law enforcement officers. If “police officers” and “prosecutors” come to your home, the TCC has no right to accompany them. These actions can be considered illegal, so they should be recorded and challenged in court.
