The love trio of the Energy Ministry Galushchenko, the Environmental Ministry Hrynchuk and the State Agency for Environmental Protection
Under the guise of restoring energy after Russian attacks and allegedly protecting the power supply system, the Ministry of Energy under the leadership of Herman Halushchenko is running billion-dollar schemes that result in lining the pockets of officials and robbing the Ukrainian people. Not to protect the energy sector and reduce the risk of blackouts.

With Galushchenko’s assistance, his protégé, close friend and former deputy Svitlana Hrynchuk headed the Ministry of Environmental Protection and Natural Resources, which is not doing well. In fact, with Hrynchuk’s arrival at the Ministry, Galushchenko’s control over the second strategic ministry of Ukraine and unlimited power has been extended.
Contracts worth billions: corruption as business
During the energy crisis and lack of funding for the army’s basic needs, in the summer of 2024, Ukrenergo, which reports to the Ministry of Energy, signed a contract for almost 2 billion hryvnias to reconstruct the high-voltage power transmission lines between Chornobyl and Slavutych. The goal is allegedly to provide reliable and cheap electricity from the nuclear power plant during enemy attacks.
Thus, the contract was created by the same Ukrenergo that last year signed more than 70 contracts worth more than UAH 4 billion for the construction of protective structures, most of which were not implemented. For example, UAH 350 million was awarded without a tender to Seven C.I., a company that had no experience in this field.
Ukrenergo’s procurement clearly shows how the costs of repairs are inflated and the winners of tenders are chosen in a non-transparent way. And the result is new debts that are once again passed on to consumers through tariff increases.
This time, Ukrenergo signed an agreement with Structum, a company that actually belongs to former Energy Minister Vitrenko. Among the main conditions is an advance payment of 60% of the final amount, i.e. 1 billion hryvnias, which was honestly transferred from the budget directly into the hands of the controlled Structum.

As expected, after paying the billion, Vitrenko’s firm did not start work, and the Ministry of Energy and the State Agency of State Property Management under the leadership of the newly appointed Hryhoriy Ishchenko, on whose territory the construction was to be carried out, simply turned a blind eye to the open robbery of the budget.
The list of co-organizers of the scheme includes former Energy Minister Vitrenko, former head of the State Agency of Environmental Protection of Ukraine Tymchuk with his wife, Kolomoisky’s accountant, and former head of the Kharkiv Regional State Administration Aina. By the way, while managing the exclusion zone, Tymchuk managed not only to organize large-scale schemes of felling radiation-contaminated forests, but also to enrich himself during tenders, including for the purchase of electricity for the Chornobyl NPP.

Tymchuk was also involved in overpricing equipment, stealing fuel, exporting radioactive materials, illegal use of radioactive land, and even appeared in the NABU case. However, the searches went too quietly and calmly, and the SBU still has not asked the former SAUEZM official about his real estate and business in Crimea.

Tymchuk ordered the subordinate state enterprises Pushcha Roshcha and the Chornobyl Radiation and Ecological Biosphere Reserve not to prepare forestry documentation for the work. Thus, officials of the Ministry of Energy were able to shift the blame for the failure to fulfill the contract for the reconstruction of the lines to local state-owned enterprises, rather than to Structum, which took a billion and did nothing.
In order not to “disrupt” and cover up all these criminal schemes, there is constant pressure on the employees of the Pushcha Roshcha State Enterprise and the Chornobyl Radiation and Ecological Biosphere Reserve, who have long understood the essence of the management’s plans. They are instructed to act in the interests of high-ranking officials, without paying attention to environmental regulations or laws. At the same time, pressure is exerted on the employees of the SAFR, and their dismissal or transfer to other positions is used as a manipulation tool to continue the schemes of forest resources theft.
The new head of the SAFR, Ishchenko, does not destroy the old schemes. He plans to make good money on the distribution of tenders for logging under the lines. And then – on the sale of the same wood.

This is no longer just corruption worth billions in the energy sector – it is a crime against national security in the interests of the enemy.
We have already filed applications with law enforcement and regulatory authorities, who are obliged to take action and stop everything that is happening in the exclusion zone now. We are waiting for a response and urge you to report any information you know about the above, as well as the facts of illegal pressure on representatives of the Pushcha Roscha State Enterprise, the Chornobyl Radiation and Ecological Biosphere Reserve, and SAUEZM.
