The fall of Ukraine in the eyes of its partners: 600 million euros from Romania at risk of being stolen?

The construction of roads in the temporarily occupied territories or the combat zone is a real initiative for which the State Enterprise “ROADS OF KHARKIVSHCHINA”, the Ministry of Infrastructure and the State Agency for Infrastructure Recovery and Development have already allocated funds and even selected the winners. We are talking about some of the most hellish areas of Izyum and Kupiansk districts, where the fighting is still going on right now. Nevertheless, the authorities decided to repair the roads there, only to announce the same initiative again in a short period of time “due to the deterioration of the pavement.”

The winners of the tenders were again the well-known companies ROSTDORSTROY LLC and AVTOMAGISTRAL-PIVDEN LLC, which have been monopolizing the Ukrainian road services market since the days of the Big Construction, being close to the program’s curator, Kyrylo Tymoshenko.

By the way, recently AUTOMAGISTRAL-PIVDEN LLC won another victory in another procurement for the construction of a highway, but this time in Romania and worth 600 million euros. Given the company’s tainted past and its involvement in embezzlement of public funds, there are concerns about possible manipulation of the amounts allocated by the partners. It is worth reminding that the company remains involved in criminal proceedings for embezzlement. So, should we expect Ukraine’s reputation to fall in the eyes of its partners this time due to AVTOMAGISTRAL-PIVDEN?

Details of the agreements

The State Enterprise “Roads of Kharkiv Region” entered into a number of agreements with controlled companies that actually do not have the resources to fulfill orders. All of these agreements had one goal – to misappropriate public funds under the guise of road maintenance. In particular, the following works and companies were involved:

EUROBUD PLUS LTD:

  1. Repair of roads in Lozova district in the amount of UAH 208,592,754.25.
  2. Maintenance of roads in Bohodukhiv district in the amount of UAH 211,515,951.78.

SLAVDORSTROY LLC:

  1. Maintenance of roads in Izyum district in the amount of UAH 186,856,926.05.
  2. Maintenance of roads in Kupyansk district in the amount of UAH 202,232,377.33.

ROSTDORSTROY LTD:

  1. Maintenance of roads in Chuhuiv district in the amount of UAH 214,200,000.

“AVTOMAGISTRAL-PIVDEN” LLC:

  1. Maintenance of roads in Kharkiv district in the amount of UAH 257,420,000.
  2. Road maintenance in Krasnohrad district for the amount of UAH 211,700,000.

Tenders were concluded for amounts exceeding the market value of the works by several times. For example, the cost of road maintenance in Lozova district worth more than UAH 200 million does not correspond to the actual cost of road maintenance, which gives a clear indication of the excessive cost for withdrawal of funds. No actual work has been performed under the contracts. That is, we are talking about fictitious agreements, which have caused multimillion-dollar losses to both the state budget and the frontline region.

At the same time, despite the fact that the roads in some of these areas are in the combat zone or temporarily occupied, the work orders were still signed. So for whom does the State Enterprise “Roads of Kharkiv Region” want to repair the pavement in the directions of Kupiansk-Kruglyakivka, Tavilzhanka-Terny, Vovchansk-Zemlianky, Riznykove-Buzove, Shestakove-Peremoha-Rubizhne and others?

Based on our materials, the TU BES in Odesa region initiated criminal proceedings №72022000110000002 under Part 1, Part 3 of Article 212, Part 3 of Article 364 of the Criminal Code of Ukraine. However, questions still remain to central officials.
