Around 30 criminal proceedings have already been opened regarding the embezzlement of UAH 20 billion on fortifications, said the secretary of the Temporary Investigation Commission on Fortifications and Drones of the Supreme Council of Ukraine.

“These are colossal sums that can be stolen if proven by these criminal proceedings. In time of war, such people should be brought to justice with confiscation, imprisonment, and the possibility of banning them from holding such high positions for years or even for life.”

As news of a possible offensive in the east and north of the country continues to spread, we are telling the story of the misappropriation of billions in fortifications and shelters in Kharkiv, Kyiv, and Lviv regions.

RBT Group LLC may seem like an ordinary company specializing in the construction of residential and non-residential buildings. However, a detailed analysis shows that over the past two years, RBT Group has been suspiciously successful in providing complex construction services that require significant material and human resources.

In the period from 2023 to 2024, RBT Group managed to conclude contracts with record amounts exceeding UAH 330 million. 

Moreover, the company managed to quickly complete the construction tasks. In particular, the construction of a plant, a cement packaging complex, warehouses, as well as various works on monolithic reinforced concrete structures and the construction of ground shelters in Kharkiv, Kyiv and Lviv regions. It is important to note that the company has succeeded without having adequate resources and without involving significant contracting.

Briefly about the main points

RBT Group LLC (37360626) is registered at: 114-E, Soborna St., building 4, Sofiyivska Borshchahivka village, Kyiv region, 08131, Kyiv oblast, Bucha district, Kyiv, Ukraine. 

The analysis of the activities of RBT Group LLC for the period from 01.01.2023 to 01.05.2024 revealed the provision of construction services that require significant costs of material and labor resources, the use of specialized equipment and mechanisms in excess of UAH 330 million, namely the construction of complexes (packaging and warehouse), construction of factories, construction of a grain storage facility, construction of gas stations, land works, works on the installation of piles, metal structures, construction of shelters, etc.

During the study of the time and space of the work performed, it was found that it was impossible to actually provide the service with the available labor and material resources, based on its specifics, the declared volume (repair and construction work), and the place of service provision (in different regions (Kyiv, Vinnytsia, Cherkasy, Khmelnytsky, Lviv, Kharkiv regions)). 

In particular, in the period from 01.01.2023 to 01.05.2014, the provision of construction services for the Private Enterprise Troyanski Gipsy, the Representative Office of IMSAT SA, the Limited Liability Company Firm Disna, the Joint Stock Company Podilskyi Cement, the Limited Liability Company Castor Engineering and others was documented.

In view of the above, the analysis of financial and economic activities revealed that RBT Group LLC cannot provide the specified scope of services with the available labor and material resources, the documented services provided by the company are aimed at providing tax benefits to entities of the real sector of the economy (Troyanski Gipsy PE, Ismat SA Representative Office, Firm Desna LLC) and the latter’s failure to make tax payments to the budget. 

In other words, RBT Group is a classic transit company through which budget funds are withdrawn. At the same time, the quality of the work performed and services provided by the company is still a big question mark.

We are already preparing materials. In addition, we demand that the regulatory and law enforcement authorities pay attention to the activities of RBT Group, which are aimed solely at providing tax benefits to a number of real sector entities.
