Terekhov and Co. rob Kharkiv residents while they suffer from Russian aggression

Fuel supply is currently one of the most popular public procurement items. That is why it becomes the basis for numerous manipulations by top officials.

As a result, BUSINESS TRADITIONS LLC became a monopolist in Kharkiv in the field of fuel supply for municipal enterprises. The unknown company increased its own income from negative UAH 126,000 to UAH 58,890,200 in a short period of time.

In addition, as of 2021, Business Tradition’s sales amounted to UAH 14,150, while in 2024 the final result increased to UAH 99,973,000.

This can be attributed to the change of ownership of the company. After all, as soon as Shramko took over from Sidorenko, the company immediately began to actively participate in public procurement procedures (which is why sales increased by 450%).

In addition, the spontaneous “take-off” of the company is also noteworthy for the fact that initially the main activity was consulting on commercial activities and management (CEA 70.22), and at the end of 2020 it was changed to fuel retail.

At the same time, the Kharkiv District Administrative Court considered a case brought by the Kharkiv Regional Branch of the Fund for Social Protection of Persons with Disabilities against Business Traditions LLC to recover a penalty for unoccupied jobs intended for persons with disabilities, as well as a penalty for late payment of these penalties. This, combined with the information about the reduction in the number of employees in 2023 from 12 to 5, may indicate that the company’s activities are fictitious.

Among the biggest victories of Business Tradition in the boil-offs are the following:

  1. Supply of diesel fuel for the Saltiv Tram Depot, where the company was the only bidder, so it was expected to win. The purchase price is UAH 39,900,000.

    Based on the calculations, we can conclude that the price in the tender agreement with Business Traditions for the supply of 700,000 liters of diesel fuel is overstated. The estimated retail market price is UAH 54.27 per liter, so, taking this price into account, the bid for 700,000 liters should have been UAH 37,989,000. However, the agreement contains a higher amount. This suggests that the agreement contains elements of a corrupt scheme.

    In addition, this proposal has been repeatedly checked as part of the monitoring of public procurement by the territorial body of the State Audit Service. The latter, by the way, found violations.

    1. 950 thousand liters of fuel for the municipal contractor specialized enterprise for repair and construction of roads in Kharkiv “SHLYAHREMBUD”. The only bidder was again Business Traditions with a bid of UAH 51,300,000.
    2. The agreement with Municipal Enterprise “Trolleybus Depot No. 2”, with which the company concluded agreements for UAH 14,364,000. Again, with significant overstatements.

    There is no doubt that Business Traditions is part of a corruption scheme by local officials to systematically legalize the withdrawal of budget funds. Moreover, both the heads of the municipal enterprises and Mayor Terekhov himself benefit from this scheme. By the way, everyone remembers that during the war, the mayor’s beloved Anna Kuznetsova became the owner of a residential building in Spain worth UAH 5,872,500 and a number of legal entities in the Republic of Poland (including ZNVKIF HILAZON SHOWAW JSC, DOCTORPRO WROCŁAW LIMITED LIABILITY COMPANY, DOCTORPRO POLAND LIMITED LIABILITY COMPANY, AND TRI-AT ZERO LIMITED LIABILITY COMPANY).

    Regarding the activities of Business Traditions, the legal department of Non-Stop submitted materials to law enforcement and competent authorities, according to which the Investigation Department of the Kharkiv Regional Police entered information into the URPI 42024220000000095 part 4 of Article 191 of the Criminal Code of Ukraine, and the State Bureau of Investigation in Poltava – 62024170020004415 part 1 of Article 365 and 62024170020004515 part 1 of Article 364 of the Criminal Code of Ukraine.
