Returning the Sakhalin field to the Khomutynnik and Kolomoisky structure

The Sakhalin field is one of the gas fields located in the Kharkiv region. Its fifteen billion cubic meters of gas attracted many people. For example, one of the most influential Ukrainian oligarchs, Ihor Kolomoisky. The latter managed to gain control over Ukrnaftoburinnya (UNB), the company that worked at the field.

Kolomoisky did not manage the company alone, but together with former MP Vitaliy Khomutynnik. In 2016, Vitaliy Khomutynnik told NV that he owned 50% of the Cypriot company Deripon Commercial Ltd, which owns 44.9% of Ukrnaftoburinnya. The rest of Deripon, according to Khomutynnik, belonged to Kolomoisky. Other shareholders included the British JKX Ukraine B.V. (Netherlands), which owned 10% of Ukrnaftoburinnya.

The men managed to create an excellent coalition that brought good earnings for everyone. In particular, in the pre-war years, the revenue from sales of oil produced in Sakhalin reached UAH 13 billion.

However, according to the official version, these revenues were not enough for Khomutynnik, so on the eve of the invasion he left the company, selling all the shares in the gas production company.

According to Cascade Investment’s official statement, the stake in Ukrnaftoburinnya was sold to a Ukrainian businessman, whose identity is not disclosed.

This does not mean that the odious Khomutynnik is not involved in gas production. Vitaliy Khomutynnik’s Cascade Investment fund still owns 50% of Ukrgaz Invest, which operates under a joint venture agreement with Ukrnaftoburinnya. The other half belongs to former MP Ihor Abramovych. We will tell more about Abramovich’s involvement in the process of subsoil extraction in the next part.

In addition, through offshore companies JKX Ukraine B. V.; DERIPON COMMERCIAL LTD; ARES SYSTEMS LTD; ARIANA BUSINESS LIMITED, Khomutynnik and Boholyubov still control Ukrnaftoburinnya.

As a reminder: Gennadiy Boholyubov is a Ukrainian billionaire, one of the co-owners of JKX Oil & Gas and a partner of Khomutynnik and Kolomoisky. Boholyubov is also under suspicion by the State Bureau of Investigation in connection with an illegal border crossing that he allegedly made with forged documents in the summer of 2024.

Coming back to Ukrnaftoburinnya, last year all the special permits issued to the company for gas production at the field were revoked. In addition, then the SBI arrested and handed over to ARMA Sirius-1 LLC, Sakhalinske LLC, and East Up Petroleum LLC, each of which is Ukrnaftoburinnya’s partner in the Sakhalin field under joint venture agreements.

This year, the Sixth Administrative Court of Appeal returned the company’s special permit for gas production at the Sakhalin field. This means that oligarchs like Khomutynnik and Bogolyubov are once again entering the arena, despite scandals, ties to Russia, and traveling abroad. Doesn’t this weaken Ukraine’s energy security? And why does the government so easily return business to odious individuals?

Therefore, now again, Sirius-1 LLC is engaged in exploration drilling, Sakhalinskoye LLC is engaged in natural gas production, and East Europe Petroleum LLC provides services in the field of engineering, geology and geodesy, and technical consulting in these areas.

It is worth noting that the process of gas and oil production is currently taking place without any accounting. In addition, all this is accompanied by numerous environmental violations: non-compliance with environmental impact assessment requirements, soil and water pollution, and air emissions. Again, where are the controllers, represented by the relevant Ministry and inspectorates?

Why did Ukrainian subsoil so easily end up in the hands of oligarchs, despite the declared ownership of the people? Is there a guarantee that the profits will not be used to finance Russian aggression, given Khomutynnik’s reputation?
