Police and prosecutors concealed child rape for more than a year
For more than a year, law enforcement officers have been covering up a horrific crime: the rape of young children in the city of Lozova in Kharkiv region. The absurdity of the situation is that despite the criminal proceedings opened, numerous complaints from citizens and media coverage of the problem, local law enforcement officers – Lozova District Police Department of the Kharkiv Oblast Main Directorate of the National Police – have only now served the perpetrator with a notice of suspicion. While the circumstances of the case have been known to everyone for over a year.
Background
The Kharkiv Regional Prosecutor’s Office reports that under the procedural control of the Lozova District Prosecutor’s Office in Kharkiv region, a 42-year-old man was served a notice of suspicion of rape of persons under the age of 14 (Part 4 of Article 152 of the Criminal Code of Ukraine).
According to the investigation, a resident of one of the settlements of Lozova district has been systematically raping his daughters since the spring of 2022. The victim girls were 10 and 13 years old at the time of the crime. The man committed sexual assaults when he was alone with his daughters and later ordered them not to tell anyone about it.
Currently, the man has been imposed a pre-trial restraint in the form of detention.
It would seem that the law enforcement officers did a great job – they exposed a terrible crime and detained the rapist. But there are a few things to be said for that. For example, why were they silent for more than a year?
For example, in March 2024, we received a message from residents of the Lozova district. The text of the report revealed that the partner of one of the citizens systematically abused her young children.
Relatives and neighbors have repeatedly reported to the Lozova District Police Department in Kharkiv region and to the 102 line that the man abuses alcohol, constantly beats children, and drives children out of the house.
Despite this, the officers of the Lozova District Police Department of the Kharkiv Oblast National Police have not yet taken any action to stop the illegal activity.
All that local law enforcement officers have been able to do is to initiate formal criminal proceedings, such as № 12024226110000009 of 05.01.2024 on the grounds of criminal offenses – crimes under Part 4 of Article 152, Part 1 of Article 125 of the Criminal Code of Ukraine.
At the end of March, we filed a complaint with all law enforcement agencies, from local to central, but even after that we did not receive the expected response.
And now, the Lozova District and Kharkiv Regional Prosecutor’s Offices report that the crime has been solved.
Is this a sign for the resignation of the acting head of the Lozova District Police Department, Vitaliy Glushchenko, as well as the head of the Kharkiv Regional Police Department, Volodymyr Tymoshko? If such brutal crimes against minors are not investigated, what can we say about corruption, bribery and abuse of power?
What else indicates the ineffectiveness of Kharkiv and Lozova law enforcement?
Lozova has a real mafia headed by Mayor Serhiy Zelenskyi, Police Chief Vitalii Hlushchenko, and Military Commissar Trebesov. These three cover up corruption schemes and enrich themselves with impunity at the expense of the town’s residents.
For example, they withdraw hundreds of thousands of hryvnias through the “charity fund” RAZOM V MAYBUCHE (TOGETHER INTO THE FUTURE), created for money laundering. The humanitarian aid, which is delivered free of charge, is registered as purchased from fictitious entrepreneurs, and the money is withdrawn in cash.
Trebesov forces local businesses to financially support the “fund” to cover his illegal activities.
Drug trafficking
Illegal trade in drugs and contraband goods continues on the territory of Lozova, which is directly covered by Glushchenko.
Methadone, which is supposed to be used for substitution therapy, is allocated by medical centers not only to those who really need treatment, but also to fictitious persons. Part of the drug ends up with dealers who distribute it for cash in Lozova and Kharkiv region.
Everyone knows about the underground methadone outlets where so-called illegal “substitution therapies” are carried out. Among them: “Central” and ‘Southern’ markets, the Silpo supermarket and other areas.
Mobilization
Another issue that needs to be publicized is the mobilization in Lozova. The procedure of the latter is not about the law, but about money and connections. Residents of the city are complaining en masse about the head of the Lozova TCC and JV, Artem Trebesov, who has turned his position into a tool for enrichment while his subordinates are walking around for the money they receive from conscripts.
Who is being mobilized? If you have $5,000, you will be “written off” for health reasons. If not, welcome to the army! Officials, entrepreneurs – everyone pays a “tribute” to keep their employees in civilian jobs. For $1,000, your name will not be included in the Oberig database.
Trebesov and his team live the life of real “tsars”. They visit restaurants, drink alcohol, and even allow themselves to drive drunk in company cars. And this is despite the fact that they have already been charged with drunken driving!
During the war, Trebesov bought a new car, which, of course, was not registered in his name. Everyone in Lozova knows that this is not the first such purchase, and that it was all paid for with bribes.
But what about the higher levels? If corruption in Lozova is so openly cynical, what is happening at the regional level? How is the head of the police department, Tymoshko, doing? How many more crimes must be committed and criminal proceedings initiated before anyone pays attention to the situation?
