Millions for the Muratov family: Ukraine’s richest retired prosecutor and deputy head of the Kharkiv district court
Prosecutors and judges have built a scheme for mega-pensions. Against the backdrop of recent revelations published online about disabled prosecutors and their pensions, we will reveal a new scheme that prosecutors and judges are actively implementing to obtain huge pensions.
Muratov Stanislav Semenovych is the deputy head of the Kharkiv Regional Prosecutor’s Office and, at the same time, one of the richest retired prosecutors.
The magic of the judicial system is manipulation of pensions
▪️Prosecutor Muratov filed a lawsuit with the Kharkiv District Court, in which he asked to oblige the Main Department of the Pension Fund of Ukraine in Kharkiv Region to award and pay in full without limitation the maximum amount of payment and to recalculate the long-service pension.
At the rate of 90 percent of the salary according to the certificate of salary components issued by the Prosecutor’s Office of Kharkiv region dated 17.01.2020 No. 18-21 (official salary – UAH 7,750.0, longevity allowance – UAH 2325.0), and a certificate of salary components issued by the Prosecutor’s Office of Kharkiv region dated 17.01.2020 No. 18-21 (other payments for the period from 01.01.2018 to 31.12.2019 – UAH 567412.04, indexation of cash income – UAH 4258.36), without limiting the amount of salary for pension calculation (case No. 520/1510/2020). https://reyestr.court.gov.ua/Review/87470887
Judge Horshkova O.O. leaves the priority claim without motion and asks to correct the deficiencies by providing all documents.
▪️By her ruling (case No. 520/12595/19), Horshkova O.O. satisfies Muratov’s claims, but only partially, ignoring the prosecutor’s full calculations and awarding much smaller payments. https://reyestr.court.gov.ua/Review/87588229
▪️ At the same time, Muratov once again filed an administrative lawsuit with the Kharkiv District Administrative Court against the Main Department of the Pension Fund of Ukraine in the Kharkiv Region, in which, taking into account the application to increase the claims and correct a technical error, he asked the court to grant a pension according to his calculations (No. 520/2201/2020).
“To oblige the Main Directorate of the Pension Fund of Ukraine in Kharkiv region to grant a retirement pension (by counting the period of study from 01.09.1999 to 30.06.2003 in a higher law school as 20 years of work experience required for granting a retirement pension and the period of work from 22. 05.05.2001 to 26.02.2002 as a security guard at the Dzerzhynsk District Department of the Kharkiv Regional Department of the Ministry of Internal Affairs of Ukraine in Kharkiv Region), to pay a pension and recalculate pensions from 20. 01.2020 at the rate of 90% of the average monthly salary (without limiting its maximum amount) calculated for the last 24 consecutive calendar months of work before applying for a pension (based on certificates of the Prosecutor’s Office of Kharkiv region dated 17.01.2020 No. 18-21 and dated 14.02.2020 No. 18-84, which indicate the total amount of allowances, bonuses and other payments for the period from 01.01.2018 to 31.12.2019 – UAH 567412.04), indexation of monetary income – UAH 4258.36, the amount of the official salary – UAH 5730.00, longevity allowance (30%) – UAH 1719.00, allowance for the class rank “Senior Counselor of Justice” – UAH 2400.0”. https://reyestr.court.gov.ua/Review/88173715
The case miraculously gets to Judge Titov (known for his decisions in favor of the “right” people).
The same lawsuits filed by other prosecutors have also always been considered by Titov, which indicates possible fraud with the automated court system.
Court decision
In 2020, Titov ruled in Muratov’s favor, granting him a pension and paying off his debt of more than UAH 600,000. And this is in addition to his salary! https://reyestr.court.gov.ua/Review/88173715
Thus, for four years now, Muratov has been receiving a pension that is steadily increasing. For example, in 2023, the state paid him UAH 1,152,155 in pension. A good addition to his official salary of UAH 1,474,013, isn’t it?
By the way, Muratov is the richest prosecutor in Ukraine, whose pension surpasses not only his Kharkiv but also other regional colleagues. For comparison:
- Andrii Kravchenko, the deputy head of the Kharkiv Region Prosecutor’s Office, received a pension of UAH 1,015,225 in 2023.
- Volodymyr Lymar, the first deputy head of the Kharkiv regional prosecutor’s office, declared UAH 714,749 in pension for 2023.
- The last representative of the Kharkiv Region Prosecutor’s Office in the ranking, Deputy Head Oleksandr Suzyi, received UAH 439,576 in pension in 2023. According to his declaration, he started receiving it in 2021.
- Kateryna Shevtsova, the head of the Cherkasy Regional Prosecutor’s Office, received UAH 785,435 in pension in 2023.
- Serhii Spilnyk, the head of the Zaporizhzhia Regional Prosecutor’s Office, received UAH 430 thousand in pension in 2023.
Moreover, all of them continue to put pressure on the courts with lawsuits, demanding an increase in accruals and setting them at 90% of the amount of monthly earnings. The average salary of ordinary pensioners in Ukraine is UAH 5.5 thousand.
Luxury living at public expense
Thus, after the appointment of pension payments, in 2020 Muratov received UAH 645 thousand in salary and UAH 870 thousand in pension. Therefore, he immediately purchased a Toyota Camry, 4 land plots, 6 non-residential premises (94.2, 53.9, 32, 226.10, 286.9 and 54.9 sq. m.), an apartment in Kharkiv (18.5 sq. m.), and a house in Poltava region (120.9 sq. m.).
In 2021, the prosecutor became the owner of a Toyota Land Cruiser Prado for UAH 1.18 million, while the real market price is about UAH 2 million.
In 2023, Muratov became the owner of UAH 1,134,000 under a gift agreement, and also received UAH 1,474,013 in salary and several hundred thousand in other income from legal entities and individuals.
And that’s not all: Muratov owns a 226-square-meter semi-basement, which is obviously rented out, but the income is not declared.
How did this happen?
These large pensions are paid based on the average salary for selected months. And do you know what months the Muratovs chose? The ones when they were paid their 13th salary and bonuses. In addition, they included his work as a security guard, where he most likely did not work, and even his years of study at the law academy!
The scheme used by prosecutors is that they file groundless lawsuits in court to obtain a decision obliging the Pension Fund to pay them a significantly increased pension on a permanent basis, despite the fact that such a size is not provided for by law.
Thanks to an agreement with the judges, the lawsuits are brought before the “right” judges, who, knowing that these demands are illegal and will be canceled, still make the necessary decisions. However, prosecutors are confident that the Pension Fund will not appeal or challenge such decisions.
The Pension Fund, while not denying the illegal decisions, actually supports the scheme for its own benefit.
The cynicism of the scheme lies in the fact that prosecutors are trying to apply to themselves the already repealed provision of the 2011 Law on the Prosecutor’s Office, claiming that when they chose their job, they expected to receive a pension of 90% of their salary with 20 years of service.
Prosecutors, as legal experts, understand that their claims are illegal and can be overturned on appeal. However, the certainty that the Pension Fund will not appeal the decision gives them the opportunity to implement this scheme and receive undeserved payments.
Therefore, the Pension Fund is obviously also involved in the scheme, as it provides all the necessary information upon request, which is then used in favor of prosecutors. It also immediately executes decisions to pay debts to law enforcement, while ordinary citizens wait months for their money.
So, we have a conspiracy of three key bodies: prosecutors, judges and the pension fund. A corrupt triangle of profit.
By the way, the same Titov previously reinstated Kalyna as director of the Department of Territorial Control of the Kharkiv City Council, which oversees land, construction and the State Architectural and Construction Inspectorate. His place is now occupied by Abramovich’s protege Kuzmin, but Kalyna continues to covertly control these areas.
Muratov’s wife is a judge of the Kyiv District Court of Kharkiv
The prosecutor’s wife , Svitlana Muratova, known for her “refusals” to investigate complaints about the inaction of the Kharkiv regional police, has always acted in the interests of pro-Russian oligarchs like Shentsev. A few examples:
- Muratova’s ruling in case No. 953/1312/23 dismissed a complaint about the obligation of the Kharkiv Regional Police to enter information into the URPTI regarding the withdrawal of funds by the Shentsev family (who have Russian citizenship) through the WhiteBit crypto exchange;
- the ruling in case No. 953/1734/23 was again denied. The complaint referred to manipulations with the Shlyakh system and the sale of humanitarian aid, including medicines;
- Ruling in case No. 953/2136/23, which concerned corruption during the reconstruction of Kharkiv region and monopoly on state contracts, and further withdrawal of funds through affiliated companies headed by PrJSC Trust Zhytlobud-1 – denied;
- the ruling in case No. 953/2280/23 regarding the sale of medicines provided by the state and international organizations free of charge – denied.
So is Judge Muratova interested in investigating corruption, fraud and abuse during the war? Especially given that the judge’s declaration in the name of her husband Stanislav includes bonds of the same PrJSC “Trust Zhytlobud-1” involved in budgetary schemes.
By the way, as for Judge Muratova’s wealth, already during the war, on May 06, 2023, she purchased a brand new LAND ROVER DEFENDER worth UAH 2,585,600, while the market price is at least UAH 3,000,000! Interestingly, a few days before the purchase, her husband gave his wife, a judge, UAH 1,134,000.
And this is without taking into account Muratova’s other pre-war acquisitions of land plots, non-residential premises, and houses in Kharkiv. The judge’s income is good, with last year’s salary of UAH 1,636,626.
Her colleague, Svitlana #Sharenko, head of the same Kyiv District Court in Kharkiv, also boasts a salary of UAH 1,981,261 from the court alone (she has additional sources), as well as a house, apartment, land plots, and non-residential premises purchased in 2021. So, was 2021 a “golden” year for the “top judges”?
A question for all authorities: Why the competent authorities: NAPC, NABU, SAPO, SBU, SBI do not detect identical schemes? Or is this just another example of “convenient” justice for the elite?
The scheme works while ordinary people survive, and officials, prosecutors and judges increase their wealth. What else will the next “investigations” reveal? And when should we expect the reaction of all controllers? Given the President’s speech about taking tough decisions against law enforcement officers who have issued fake disabilities and unlimited pensions.
