Mayor Zelensky, police and SBU cover up traitor Korpan, who fled to Russia

In early May 2025, Oleksiy Korpan, deputy mayor of Lozova, went on a business trip to the Czech Republic. The purpose of the trip, according to the official version, was to discuss cooperation and provide the community with primary health care equipment. However, after his departure, Korpan stopped getting in touch. Lozova Mayor Zelensky publicly complained about the disappearance of his deputy, noting that it was Korpan’s first trip abroad during a full-scale war.

The disappearance of one of the leaders of frontline Lozova, which is strategically important due to its proximity to the war zone, raises many questions. Especially given Korpan’s allegiance to Russia and rumors of his direct escape to eresia.

Who is Oleksiy Korpan?

Oleksiy Korpan is a well-known figure in Lozova. In 2009-2018, he served as the village head of Lymanivka (formerly known as Panyutyno, before decommunization). In 2018, Korpan became the deputy mayor of Lozova for the executive bodies of the council. The official was responsible for key areas, including infrastructure, defensive structures, gas supply, and even the construction of fortifications.

Korpan had access to documents marked “secret”. In a frontline region, where every detail about infrastructure or defense facilities can be used by the enemy, such access makes an official potentially dangerous in the event of betrayal. There is reason to believe that Korpan could have passed this information to Russian special services, as, according to a number of sources, the official is currently in Russia.

Even more disturbing is the possible cover-up of Korpan’s activities by the Lozova inter-district department of the Security Service of Ukraine in Kharkiv region. According to sources, this department received two Renault SUVs. There are suspicions that these vehicles could have been provided as a bribe for the SBU to “turn a blind eye” to Korpan’s activities, including his access to classified information and possible contacts with the enemy.

Then counter-questions to the Lozova Interdistrict Department of the SBU: how was it allowed that a person with pro-Russian views had access to strategically important information? Were two cars really the price of silence? And is corruption limited to these two cars?

Pro-Russian views and political career

Oleksiy Korpan has a long history of pro-Russian sympathies. In 2014, on his page on the Russian social network VKontakte, he posted posts in support of the so-called DPR and LPR, and published portraits of Stalin and militant leader Oleksandr Zakharchenko. These facts raise the question: how could a person with such views hold high positions in Ukraine, especially in the frontline zone?

Korpan’s political career is also associated with the Communist Party of Ukraine. He ran twice for the Verkhovna Rada from this political force, but was never elected. His ideological position does not seem to have prevented him from holding key positions in Lozova, which points to possible flaws in the vetting system.

Corruption schemes of Zelensky’s deputy

In addition to being suspected of treason, Oleksiy Korpan is associated with corruption scandals in Lozova. In particular, he was responsible for the repair of the Lozova Central District Hospital, where, according to old schemes, prices for works and materials were artificially inflated. At that time, the chief physician of the Central District Hospital, Ivan Zhovtyi, refused to sign the acts of work performed, considering them fictitious. As a result, Zhovtyy was fired and Volodymyr Sergienko was appointed in his place, who, according to sources, unquestioningly signed all documents, facilitating the implementation of corruption schemes.

This situation raises serious questions for Lozova’s mayor, Serhiy Zelenskyi, because the appointment of Korpan and the new chief doctor took place with his consent and assistance. Could the mayor have been aware of the corruption deals? And why did a person with access to classified documents and a dubious reputation receive such powers?

Mayor Zelensky’s Lozova mafia

The story of Zelenskyy’s deputy Korpan is not the only thing worth paying attention to in Lozova’s life. For a long time, the mayor has been creating conditions for lawlessness, using her position for personal enrichment and covering up criminal transactions. From embezzlement of budget funds for programs to provide the population with firewood to theft of humanitarian aid and the budget. Zelenskyi is a key link in the network of corruption that has engulfed Lozova. Moreover, subscribers even reported that the mayor once hoped for the “arrival of a great Russia” and managed to sell his business for $5 million, but the Armed Forces foiled these plans.

Residents of Lozova have repeatedly complained about the mayor’s arbitrariness, but the inaction of law enforcement agencies only shows once again the rotten system of control in the region.

Another noteworthy figure is the head of the Lozova district police department, Vitaliy Glushchenko. The law enforcement officer provides “protection” for a number of criminal transactions, including forging medical certificates to evade mobilization, operating an underground workshop for the production of excisable goods, and selling methadone under the guise of substitution therapy. His involvement in the termination of the investigation into fake medical documents in 2023, when he allegedly handed over a $50,000 bribe to representatives of the Internal Security Department, only confirms his role as a “roof” for local corrupt officials.

Glushchenko, acting in tandem with Mayor Serhiy Zelenskyi and former TCC head Artem Trebesov, promotes impunity for crimes, undermining law and order in the frontline region.

And although Trebesov has been dismissed from his position in the Kharkiv Anti-Corruption Center and JV, and the SAPO, HACC and NAPC are already investigating the case of illegal enrichment of the military, Glushchenko and Zelenskyi still continue to develop their own mafia in the frontline Lozova.

So, we are waiting for similar investigations from the central law enforcement agencies, which are definitely not interested in stealing and merging information in the frontline region.
