Large-scale money laundering during the war. National military cemetery to be built by a newcomer company

Another scandal related to the authorities’ obvious intention to “launder” budget funds. This time, it is planned to do so through the construction of the main military cemetery within the Gatne territorial community of Fastiv district, Kyiv region, for UAH 1.8 billion.
On August 1, the State Institution “National Military Memorial Cemetery” of the Ministry of Veterans chose the winner, which turned out to be the Building UA Consortium. The winning bid amounted to UAH 1.75 billion, which is UAH 41.96 million less than the expected price of the customer (UAH 1.8 billion). In addition, the consortium was awarded the contract without competition, as no one else came to the open bidding.
About the consortium
According to the analytical system, the Building Yua consortium was established on July 4, 2024. The tender for the construction of the cemetery was announced the day before. This already indicates a special focus of the company. Although a representative of one of the companies in the consortium says that they have dozens of completed projects in their portfolio. In particular, they worked on the construction of the Holodomor Museum. However, doubts still arise.
The founders were three companies: “Euroelitbud (Odesa), Akam (Dnipro), and Brovary Road Construction Department No. 50 (Kyiv region). The final beneficiaries of the consortium are Oleksandr Isaiev and Natalia Poberezhets from Odesa.
Violations found
Importantly, the documents provided by the Building UA consortium contained a number of inconsistencies with the customer’s tender documentation. For example, there were no relevant documents confirming the availability of specialized equipment for cutting products made of natural stone of volcanic origin (granite and/or labradorite); there was no document confirming the written permission of the general meeting of the consortium for the director to enter into transactions worth more than UAH 10 million; there were inaccuracies in the documents on the ownership of the asphalt plant. There was also a lack of an anti-corruption program and an order appointing an authorized person to implement the anti-corruption program.
On the contrary, the Ministry of Veterans noted that no violations were recorded, and “the consortium is actually a temporary association of enterprises for the implementation of a specific project. This is a common practice that does not contradict the law.”
Another point is the overstatement of prices in the estimate. For example, the documentation refers to “a product made of natural stone of gray color of volcanic origin, fine-grained surface, 1000-400*400*80mm, (Ukraine)”, for which it will be necessary to pay UAH 3,740 per square meter (including VAT).
In open sources, it is possible to find gray heat-treated tiles with a thickness of less than 20 mm made of Pokostovsky granite at UAH 1,420 per square meter or Gabbro at UAH 1,720 per square meter.
Other violations have been recorded, such as the construction of a cemetery on an unsuitable site and in violation of environmental laws. Consequently, a little earlier, the Verkhovna Rada passed Law No. 3505, which deprives the community of the right to conduct an environmental impact assessment. In addition, the site chosen for the memorial, according to the locals, has a high groundwater level, which makes burying the dead there dangerous. According to environmentalists, this threatens to poison the groundwater that the community members use for their own consumption.

This story once again demonstrates the government’s desire to profit from anything, including the deaths of heroic soldiers.
Other schemes to profit from soldiers
It should be reminded that a similar situation has already occurred at the Lisoviy Cemetery in Kyiv. Thus, the cemetery is fully controlled by a certain individual entrepreneur, Mykola Oleksandrovych Mogilnikov, who receives budgetary allocations from the Kyiv City Council, the District State Administration and the Funeral Service of the Special Combine PKPO, and therefore has a complete monopoly.
At that time, relatives of the fallen soldiers learned that the Walk of Fame was planned to be placed not in the central part of the cemetery, but on the site of a cesspool and a toilet. After all, in the heart of the square there is an exhibition of monuments belonging to Mogilnikov.
Another point is that the relatives of the victims were forced to pay for the landscaping, while 4.6 million UAH allocated from the budget disappeared in an unknown direction.
Regarding the events at the Lisoviy cemetery, based on information from the families of the heroes, we submitted requests for specific data and statements to stop the lawlessness. As a result, the Pechersk District Prosecutor’s Office registered the information in the URPI under No. 42023102060000244, Article 191, Part 4 of the Criminal Code. But has the situation changed? And are law enforcement officers adequately investigating pressure and disrespect for soldiers?
Similar situations are happening with RITUAL in Kharkiv and Kyiv, which illegally make money on people’s deaths.
As for Kharkiv, in 2022-2023, the company concluded 3724 contracts with 37 companies (mostly MEs) and tax evaders for more than UAH 223 million. The total amount of agreements with tax evaders is almost UAH 198 million. This includes payments for illegally provided premises and land plots to private individuals.
In fact, fictitious contracts, money laundering and tax evasion are being carried out on the territory of Ritual.
In addition, the sources of income of RITUAL are:
- burials in closed cemeteries (only one is officially open – No. 18);
- extortion of bribes for burials, places for urns in columbaria and extraordinary cremation;
- embezzlement of funds allocated for the burial of the military.
In this regard, we also filed statements with law enforcement agencies, which resulted in the registration of information in the URPTI under Part 3 of Article 191 of the Criminal Code of Ukraine (12020220000000073).
