Kyiv has been turned into a city of liqueurs! How Klitschko gave away Kyiv’s land to his own circle

Kyiv’s municipal land on Muromets Island, located between Obolon and Troyeshchyna, is being illegally and gratuitously used by the entourage of Mayor Vitali Klitschko. The latter have managed to turn the island into a profitable business by setting up restaurants, bars and liquor stores.

How did Muromets Island turn into a place of nalewa?

On 30 October 2015, the Department of Economics and Investments (the organiser of the tender), the Department of Culture (the customer of the event) of the executive body of the Kyiv City Council (Kyiv City State Administration) and INNOVATIVE SPORTS PARK LLC (the investor of the event) entered into Investment Agreement No. 050-13/i/155 dated 30 October 2015 for the construction of a sports park on the territory of the Druzhby Narodiv Park in the Desnianskyi district of Kyiv.

Under this agreement, 36 hectares of land on Muromets Island were given to the controlled company without any rent. The largest part of it (26 hectares) is the land of the All-Ukrainian Park of Fighters for Freedom and Independence of Ukraine (cadastral number of the plot is 8000000000:62:206:0085).  The rest belong to the lands of Kyivavtodor and the Utility Company of the Desnianskyi district of Kyivzelenbud.

The Innovative Sports Park LLC was founded specifically for the creation of the X-Park by people close to the mayor, namely Yuriy Zozulya, an advisor to the mayor of Kyiv and a former business partner of the mayor’s brother, and Oleh Lysiuk, CEO of Kyivvodokanal.  By the way, the latter started his career back in the days of Yanukovych and the Party of Regions, being close to the fugitive’s son.

With privileged positions in the capital and a trump card – acquaintance with Mayor Klitschko – the men gained a foothold for business development and the transformation of a picturesque part of the capital into a vodka bar. The best part is that it was completely free. They paid only a one-time fee of UAH 1.2 million for the entire period of using the island’s land. A million for almost 10 years.

Another point is how the island is currently being used by the Innovative Sports Park. As one of the materials says: “The investor company was required to create a sports park on the island from prefabricated structures, invest its own or borrowed money in this, but not to build anything capital (i.e. without foundations), so that all the structures could be dismantled in a day and the site could be restored to its original state. This is what the current legislation requires.”

Instead, what we have now is the exact opposite. What’s more, the constructed buildings are easily rented out, with the monthly cost of using them ranging from UAH 15 to 20 thousand.  Now you can easily calculate a small part of the monthly earnings of Zozulya, Lysiuk and, of course, Klitschko. And also how much money the capital budget has already lost. 

According to the information received, the annual earnings of Zozulya and his associates due to the park range from 50 to 100 million UAH.

Most interestingly, the State Bureau of Investigation launched a pre-trial investigation into these facts, which included searches of the park and the Department of Culture of the Kyiv City State Administration. At the same time, no other investigative actions have been carried out since 2022, and no procedural decisions have been made. It is obvious that this may indicate that Vitali Klitschko is protecting the interests of his friends. 

By the way, why do we have restaurants, bars, and genders instead of a “sports park”? Or is it that alcohol and food attract more visitors than exercise equipment? 

We also decided to investigate the involvement of Klychko and his entourage in turning the island in Kyiv into a place of booze and to speed up the law enforcement in bringing the case to an end. At our initiative, the Desnianskyi District Court of Kyiv, by its ruling of 26 June 2024 in case No. 754/9034/24, ordered the authorised persons of the Desnianskyi Department of the Main Directorate of the National Police in Kyiv to start real investigative actions. We’ll see how quickly the investigation progresses this time.
