Klondike of venality of key courts – Pecherskyi and Shevchenkivskyi district courts of Kyiv

Ukrainian judges primarily protect oligarchs, politicians and pro-Russian propagandists. Everyone knows about this, but they keep silent.
During our active civic engagement, we have filed hundreds of applications and thousands of complaints to investigating judges demanding that law enforcement officers be obliged to launch pre-trial investigations into the facts. And while some guarantors of justice objectively and fairly assess the information, the vast majority of judges of the Pechersk and Shevchenkivskyi District Courts of Kyiv find excuses to hide crimes and inaction of law enforcement agencies.
Moreover, individuals and companies that openly act in favor of the enemy and finance armed aggression often find themselves “under the wing” of Ukrainian justice.
We are sharing recent refusals that once again demonstrate the indifference and corruption of judges.
Katsubas control strategic enterprises of Ukraine and export mineral resources to Russia
PJSC Novoselivskyi Mining and Processing Plant, located in Kharkiv region, is a key player in the mining industry. The company produces quartz, which is used in glass production, construction and machine building. The company is controlled by the Katsub family, which has long been known for its pro-Russian stance and sponsorship of Russia and its propagandists.
In view of this, according to open source information, raw materials from PJSC Novoselivskyi GOK may be transported to Russia through third countries.
According to the State Ecological Inspectorate of Ukraine, during the inspection of the enterprise, the following was discovered:
- Lack of passports for gas treatment units
- Operating instructions for gas treatment plants have not been developed and approved.
- Illegal mixing of waste in garbage bins.
- Unauthorized disposal of polyethylene, glass and solid waste on the territory of the enterprise.
- Lack of waste management permits.
The company has paid negligible amounts of taxes over the past two years:
- Environmental tax: UAH 18,571 in 2022 and UAH 36,099 in 2023.
- Subsoil rent: UAH 418,574 in 2022 (sand) and UAH 7,678,696 in 2023.
Despite the multimillion-dollar income of UAH 150,977,000 in 2023, the company pays much less to the budget than it should.
Gas fields in the hands of the Katsubas
The elder Katsuba, Volodymyr, and the ex-wife of the younger Katsuba, Tetiana Guzenko, control key gas fields:
- Nadra-Geoinvest LLC: development of the Skorobahagykivske oil and gas field in Poltava region.
- Stratum Ukraine LLC: development of the Zakhidno- and Vostochno-Yevsugske gas fields in Luhansk region.
These strategic assets are used for their own enrichment, not for the needs of the country.
Despite numerous complaints, the State Tax Service has not conducted scheduled inspections of Novoselovsky GOK since 2020. The last audit, conducted in 2017-2019, found no violations.
We submitted materials to a number of authorities to initiate criminal proceedings and investigations. However, the investigating judge of the Shevchenkivskyi District Court, Tetiana Ovsepian, decided that the information listed did not constitute violations, and therefore there was no need for an investigation by the SBU Main Department.
Deception of Ukrainians through a network of fraudulent call centers MediaCraft
Call centers are taking over the capital and cities of Ukraine. For example, in Kyiv, the MediaCraft program is becoming increasingly well known for buying, selling and generating traffic for other similar call centers.
How does the scheme work?
- Traffic generation: Attractive offers, such as financial advice, investment opportunities, or “quick money” are created using online advertising, phishing sites, and social media. These materials are targeted at a specific audience that leaves their contacts on fake websites.
- Victim processing. Call centers that cooperate with MediaCraft receive “ready-made traffic” – contacts of people who are already interested in “lucrative offers”. Operators convince them to invest or provide access to bank accounts by stealing money.
MediaCraft operates out of offices in Kyiv at 40 John McCain Street and 5 Velyka Vasylkivska Street (Arena A class, 5th floor).
The organizers’ income is about $300-400 thousand per month, most of which ends up in Lyashko’s pockets. And all this is due to the deception of Ukrainians.
This information did not convince the investigating judge of the Pechersk District Court of Kyiv, Yermichov V.V., so our complaint and demand to oblige the TU BES in Kyiv to enter the information into the URPI was denied (case 757/47307/24-k).
