Instructions on how to make a fortune on war and roads. Consultants of the Big Construction and their wealth

Yuriy Golyk is the ideologist behind the President’s Big Construction program and the person who doubled as the person who developed and oversaw the program, which included the overhaul of 6,500 kilometers of roads.

Golik did not start his career as a builder or politician. He worked as an advertising manager in the media and gradually grew to become a top manager of the Ukrainian Media Holding. The latter was founded by Lozhkin, the former head of Poroshenko’s presidential administration.

Golik continued his career at the Dnipro Regional State Administration, becoming a member of the team of its head, Valentyn Reznichenko. Reznichenko, who was recently accused by the NABU of abuse of office and corrupt cooperation with a private entity in the distribution of multimillion-dollar public procurement contracts.

After the full-scale invasion of aggression began, Golik suddenly went into hiding. At first, he occasionally spoke about reclassifying the “Big Construction” into the “Big Recovery”. But later, he stopped appearing in the media altogether.

This can be attributed to a series of investigations that revealed that Holyk was directly involved in the schemes of robbery in road repair tenders.

It was discovered that the co-owner of Budinvest Engineering , fitness trainer Yana Khlanta, who received billions for road repairs as part of the Big Construction, is the girlfriend of the head of the region, Valentyn Reznichenko. Journalists also discovered facts of joint trips abroad by Reznichenko, Holyk and Khlanta.

To recap: Budinvest Engineering LLC won tenders in Dnipropetrovs’k region for UAH 32 billion, of which UAH 15 billion is allegedly the damage caused to the state budget.

In addition, Golik’s phone contained correspondence with another builder, Stroyinvest Construction Company. In recent years, it has received more than UAH 4 billion from the state for various construction projects.

Among the entities controlled by Golik that have been winning Big Construction tenders for years are BIG CITY GROUP LLC, EDBK LLC, and AUTOMAGISTRAIL 2016 LLC.

We filed a criminal complaint on the facts of corruption conspiracy aimed at monopolizing public procurement under the program and the regional budget. Based on the results of consideration of such a complaint, the Kyiv City Police Department registered a criminal case in the URPTI under Part 2 of Article 209 of the Criminal Code of Ukraine. And by the decision of the investigating judge of the Shevchenkivskyi District Court of Kyiv (No. 761/27759/24), the authorized persons of the MID of the Security Service of Ukraine were obliged to initiate a pre-trial investigation.

Wealth

During the period of consulting on the implementation of the state project “Big Construction”, Golik became the owner of 7 cars:

  • BMW X7;
  • LAND ROVER RANGE ROVER SPORT,
  • MERCEDES BENZ GELENDWAGEN AMG 63 BRABUS;
  • AUDI RS6;
  • BRABUS MERCEDES-BENZ V-CLASS 300D BRABUS;
  • TOYOTA SEQUOIA;
  • MERCEDES-BENZ GLS 63.

Mr. Golik also owns other real estate, including:

  • two houses located in the Konik cottage community at the following address: Kyiv, Holosiivskyi district, Zoloti Dzherela street
  • two apartments in the residential complex “Boulevard of Fountains”, located at the address: 51/1-A Vasyl Tyutyunnyk Street, Kyiv, Pecherskyi district
  • a parking space for a car with a total area of 18.7 m2.
  • a penthouse located in Israel.

And all this, of course, went unreported, because Golik, as an advisor to the Prime Minister, never filed an income tax return.

So where did the wealth come from? Could it be that the “Big Construction” and “Big Reconstruction” projects helped him acquire such wealth?

We are waiting for the next checks on the figure of Golik, who, by the way, fled Ukraine using a disability certificate. However, he tearfully promised to return.
