Instead of Protecting Kharkiv – Billions for Terekhov’s Beloved

Companies controlled by individuals close to the mayor of Kharkiv, Terekhov, are receiving millions from the budget through public procurement for various items. For example, a little-known fuel sales company that was not in high demand became a market giant after the war began. The owner of this company is the godfather of Hanna Kuznetsova, the same woman with whom Terekhov has a very close relationship.

The Secret to Kuznetsova’s Success

Hanna Kuznetsova has been the chosen one of Kharkiv mayor Terekhov, a relationship he hasn’t hidden for over three years. Hanna is a former deputy of the Kharkiv Regional Council, secretary of the standing committee on regulations, ethics, deputy activities, and control over the implementation of regional council decisions, as well as the former deputy director of the municipal enterprise “Kharkiv News” of the Kharkiv City Council.

On the eve of the invasion (January-February 2022), “Kharkiv News” signed two contracts worth 100,000 UAH with the sole proprietor Kuznetsova Hanna Viktorivna for television services. No auction was held, and there were no competitors for the budget funds.

Among Hanna’s main achievements are the last interview of fugitive Yanukovych before his escape to Russia and her friendly relations with the mayor of Kharkiv, Terekhov.

Currently, Kuznetsova controls a wide range of legal entities: LLC “MC BRIUT”, LLC “MEDICAL REY”, LLC “MC ON CLINIC KHARKIV PS”, LLC “MEDICAL ADVANCE”, LLC “SATEK”, LLC “MC ON CLINIC ADVANCE”, JSC “ZNVKIF HILAZON SHOVAV”, NGO “CITY GUARD”, LLC “THREE EIGHT ZERO”, as well as newly established foreign JSC “ZNVKIF HILAZON SHOVAV”, LIMITED LIABILITY COMPANY “DOCTORPRO WROCLAW”, LIMITED LIABILITY COMPANY “DOCTORPRO POLAND”, LIMITED LIABILITY COMPANY “THREE EIGHT ZERO”.

Her declaration is also noteworthy: three cars (Volkswagen Touareg 2021, Porsche Cayman 2019, and Volvo XC90 2018), land plots, apartments, and a house. The latter is located in Spain and was purchased during the war in 2023. The area is 137.46 square meters, and the cost (according to the declaration) is 5,872,500 UAH.

Was the house purchased with income from shares in Ukrainian and foreign businesses (medical centers “ON Clinic Kharkiv”, Doctorpro in Poland and Slovakia), which are worth millions of euros and generate millions of hryvnias in income? Or did her friend Terekhov help her move to Spain? A rhetorical question.

Similar investments in real estate, the purchase of shares in legal entities in the EU, can demonstrate a way of legalizing income obtained through criminal means by Kuznetsova and Terekhov. These facts will now be investigated by NABU, as the High Anti-Corruption Court ordered detectives on May 16, 2024 (case No. 991/4022/24) to start a pre-trial investigation and bring the guilty to justice. Additionally, other rulings by Kyiv courts have ordered the DBR and SBU to take up Terekhov’s case (Shevchenkivskyi District Court of Kyiv, case No. 761/17579/24, No. 761/17576/24Z). Meanwhile, the reaction of Kharkiv courts has been entirely opposite.

For over a year, we have been telling the story of “Terekhov’s Ladies” – Kuznetsova and Tsybulnik, but these women only continue to get richer: buying houses in Spain, acquiring corporate rights in foreign legal entities, and so on.

So, when will law enforcement genuinely take an interest in the entourage of the current mayor of the FRONTLINE Kharkiv?

It has also become known that a company close to Terekhov – LLC “Golden Standard K” – is receiving the city’s largest fuel contracts. More details in the next part.
