How the Minister of Justice is covering up budget mergers and busying of TCCs

Stefanishyn’s Servant of the People party supported the TCC raids. According to the Minister of Justice, this looks like justice. Well, is it fair to appoint a person who is already a defendant in a criminal proceeding for a corruption crime to one of the governing ministries in the midst of war?

We are talking about the same Olga Stefanishyna who held a position in the Ministry of Justice back in the days of Viktor Yanukovych, under the leadership of Olena Lukash. The current minister was one of the officials directly involved in organizing tenders for comparative studies of Ukrainian legislation with European ones.

In 2015, journalists discovered that each page of the analysis cost between 1,400 and 4,500 hryvnias. And this is despite the fact that most of the documents were simply rewritten templates, which often contained emotional comments such as “Bullshit” or “No thought.”

But it was the quality of the work that was of the greatest concern, as it was an order of magnitude lower than the stated quality. It was an obvious attempt to divert public funds into corrupt schemes.

In October 2019, Stefanishyna was suspected of involvement in corrupt activities. However, attempts to conceal the true circumstances of the case continued. Only recently, in 2024, the HACC held the first hearing in her case. However, the meeting did not lead to anything, and it is unlikely that the proceedings will result in actual prosecution of the perpetrators.

That’s why Stefanishyn’s servant continues to control affairs in the Ministry of Justice, breeding green corruption and abuse. It seems that the new minister was appointed with the condition of unquestioning support for any arbitrariness, not to protect the rights of citizens.

We have experienced this in our own activities. Thus, due to Stefanishyna’s lobbying, the NGO “Non-Stop” was raided and re-registered to unknown persons. Moreover, there had been 2 unsuccessful attempts the day before, which were ultimately successful.

Thus, the registrar of the Central Interregional Department of the Ministry of Justice in Kyiv, Lopotsiuk, accepted the forged documents and decided to re-register Non-Stop.

In response to these actions, we filed complaints against each of the responsible officials of the Ministry of Justice: from the Minister herself and her deputies, such as Kucheriavenko, to Lopotsiuk’s “local” officials and her superiors.

In addition, we filed a criminal complaint and subsequently complaints with investigating judges to oblige law enforcement to stop ignoring the demands and investigate the case.

As expected, a large number of judges sided with Stefanishyna, refusing to incentivize law enforcement to launch an investigation.

For example, the ruling of investigating judge Odnolko Y.S. of the Shevchenkivskyi District Court of Kyiv refused to oblige the BES of Ukraine to enter information into the URPTI (No. 761/3147/25). The same decision was made by the Pechersk District Court of Kyiv (Romanenko Y.O.) against the Main Department of the National Police of Ukraine (No. 757/4140/25-k), as well as by the Korolevsky District Court of Zhytomyr against the Zhytomyr Regional Prosecutor’s Office (Pshegalinska K.V. (No. 296/623/25).

Thus, we can see how judges of different courts treat raiding and arbitrariness within the Ministry of Justice under the leadership of Sluha Stefanishyna. So, let’s move on. We will appeal every decision and prove that the truth is on our side.
