How a person involved in the NABU case with ties to Russia stole billions and went abroad

Yuriy Holyk, the ideologue of the President of Ukraine’s Big Construction program, despite his already known billions of dollars in budget embezzlement and his involvement in the NABU case, left Ukraine as a volunteer on a Shlyakh pass. Now, the company controlled by his husband, the Building UA Consortium, will receive another UAH 1.8 billion for the construction of the National Military Cemetery in Kyiv region under the quota of Golik and his partner Georgiy Birkadze.
Who is Yuriy Golyk?
Yuriy Golyk is an ideologue of the “Big Construction” and a former advisor to the head of the Dnipro Regional State Administration, Valentyn Reznichenko.
Since Golyk does not have any official position de jure, but is de facto deeply involved in these processes, he is usually referred to in the media as the “curator” of the Big Construction. He describes himself as a “consultant” to the presidential project. Now, he is also integrated into the process of rebuilding Ukraine’s infrastructure and, for example, accompanies Kyrylo Tymoshenko on trips to the affected regions.
Golyk worked with Reznichenko on a number of projects, including those related to the formation of infrastructure and budget policy, the implementation of the ProZorro and iGov systems, as well as a number of issues related to quality control of road construction, architecture, etc.
The connection between the two men has remained to this day, as evidenced by a number of circumstances. For example, Reznichenko’s company, Sevent Consulting Group, rents an office in the Creative State of Dnipro business center, which is co-owned by Holyk.
In addition, both Golyk’s mother and Reznichenko’s mother are registered as individual entrepreneurs, with the same mobile phone number in the state register.
It was during Reznichenko’s and Holyk’s tenure as heads of Dnipropetrovs’k region that a certain LLC, Budinvest Engineering, began to receive billions of dollars in tenders for road construction in the region. At that time, journalists found out that the company’s co-owner, Yana Khlanta, was closely connected to the then head of the Dnipro Regional Military District Administration, with whom she regularly traveled abroad. Therefore, the DIA’s choice of a contractor always fell on Budinvest Engineering.
The other half of the company, which has been spending billions during the active phase of the war, may be controlled through a close associate by the Dubinsky brothers, who have been officially put on the wanted list by Ukraine’s partner state, the United States, on suspicion of financial fraud.
In addition, even during the full-scale invasion, when the state needs funding more than ever, the Dnipro Regional Military Administration gave billions to a controlled company for “mobile road repairs in Dnipro.” Thus, in just 3 months of 2023, Budinvest Engineering received UAH 1.5 billion.
While studying the activities of Budinvest Engineering, we monitored the contracts signed by the legal entity. Firstly, the naked eye can see significant overpricing of construction materials and works, which is already traditional for contractors. Secondly, the key subcontractors with whom Budinvest cooperates – BNM LLC, DZMK LLC, Maxi-Bud Plus LLC – do not purchase materials for road works in the same volumes as they sell them to Budinvest. Therefore, this indicates that non-commodity transactions with real transfers of funds are being conducted. And thirdly, one of the subcontractors, Maxi-Bud Plus LLC, was recognized by the tax authorities as a risky company.
So is it worth entrusting billions of budget dollars, especially during the war, to a dubious contractor?
Law enforcement agencies, including the NABU, became interested in these facts. At that time, Golik’s place, as one of the defendants, was searched several times. In May 2023, two mobile phones were seized from him, which later caused another scandal – related to the possible “leakage” of investigation materials from NABU to Golik himself.
Golik’s phone also contained other interesting details, such as correspondence with another contractor of the Big Construction, Stroyinvest Construction Company, which has long been (and probably still is) owned by businessman Denys Ostrovsky. From 2016 to the present day the company has received almost UAH 4.5 billion from the state for work on a number of projects.
Golik was the one who instructed Ostrovsky on how to obtain subventions and win new public tenders. It is ironic that the company continued to receive significant government contracts despite a number of scandals it was involved in.

What else is Golik remembered for?
According to open sources, Golik is the owner of the following legal entities: 77 ONLINE MEDIA LLC, STAKHOVSKY VINES LLC, CREATIVE COUNTRY LLC, MODERN MEDIA TECHNOLOGIES LLC, AND KSHS LLC. However, they are also de facto subordinated to him: BUDINVEST ENGINEERING LLC, BIG CITY GROUP LLC, SK STROYINVEST LLC, EDBK LLC, AND AVTOMAGISTRAL 2016 LLC.
Interestingly, Golik has direct ties to Russia through his father, Yuriy, who is a Russian citizen and resides in Moscow. In addition, the man is an employee of the Prosecutor General’s Office of the Russian Federation.
Golik himself repeatedly visited his father, even after 2014. So how could such a person be the curator of a state program with billions in funding?
Is Golik a volunteer or a fugitive vacationer?
In addition to the Big Construction and the NABU leaks, Golik is also remembered for something else: after numerous scandals, he simply… fled abroad. Moreover, the reason for his departure to Austria was the “Shlyakh” pass issued by the Dnipro Regional State Administration. The new pass is valid for six months – until October 16, 2024.
“Golik left through the Shlyakh system with a certificate of disability and is now in Austria,” one of the sources said.
As a volunteer, Golik received permission to cross the state border in April 2023. This decision was valid until October 20, 2023. A few days before the expiration date, the authorities of Dnipropetrovs’k region issued a new order extending Golik’s stay abroad until April 6, 2024.
The ideologist of the Big Construction project, Yuriy Golyk, moved freely around the world under the guise of a volunteer from the Songs Born in the ATO charity foundation. The founder of the organization is Volodymyr Yurchenko, a former deputy of the ex-head of the Dnipro Regional State Administration Reznichenko.
That’s all you need to know about the “ideologue” Golik. We also cannot remain silent, so we have collected materials on the man’s involvement in embezzlement of the budget, including for reconstruction, with the involvement of controlled entities, including Budinvest Engineering and SK Stroyinvest, and have already sent them to law enforcement. For some reason, the latter did not respond in any way and ignored the request to initiate criminal proceedings. Therefore, we are forced to appeal to judges.
Now, the Krasnohvardiyskyi District Court of Dnipro (decision of 31.06.2024, case No. 204/7275/24) has ordered the authorized persons of the SBU Office in Dnipro region to enter information into the URPTI.
