Digest of arbitrariness of judges in Chernihiv and Kyiv

The budget of the frontline Chernihiv region is being looted by local officials who were preparing for the Russian takeover of the region. The scandalous H2O residential complex in Osokorky has opened sales despite controversy with the documentation and activists. And the Ministry of Veterans continues to neglect the needs of veterans and spends millions on PR and marketing. We are analyzing the refusals of investigating judges to investigate corruption crimes.
Fight for the budget of the frontline Chernihiv region

In the context of the war and the restoration of the affected territories in Chernihiv Oblast, the good words about helping and rebuilding the region hide deep corruption schemes involving officials of the Chernihiv Regional Military Administration, Vyacheslav Chaus and his deputy, Dmytro Synenko. It is through them that most large-scale reconstruction projects in the region are channelled, allowing them to have a real influence on the distribution of budget funds, as well as on activities related to kickbacks, manipulations, and illegal transactions.
One of the examples of corrupt activities of Sinenko and Chaus is tenders for construction materials to rebuild the housing of the victims. Several companies (CHERNIHIVTORG LLC, SKLOPLUS LLC, PRESTIGE-TECHOIL LLC) working with the OVA constantly overcharge for materials, while the real cost of these goods is much lower.
At the same time, Sinenko himself is not only an official, but also a person with ambiguous family ties that have their own political and ideological component. His father, Hryhoriy Sinenko, is the head of religious organizations that are part of the Simferopol and Crimean Diocese of the Ukrainian Orthodox Church of the Moscow Patriarchate.
According to the information received, Russian curators even considered Sinenko as a potential candidate for the post of head of the occupation administration of Chernihiv region in the event of the establishment of Russian control in the region.
We also found facts of illegal enrichment of Sinenko under martial law and real examples of theft in the reconstruction and fortification of the region. The above was set out in the materials sent to law enforcement and judicial authorities.
As a result of their consideration, Judge A. Didenko of the Novozavodskyi District Court of Chernihiv refused to oblige the Chernihiv Oblast Police to initiate a pre-trial investigation (case No. 751/1895/25).
“H2O” in Osokorky: luxury housing or a large fraudulent scheme?

The H2O residential complex promises its potential investors a unique territory with two lakes, clean air and exclusive access to the Osokorky Eco-Park.
The developer, Stolitsa Group, positions H2O as a premium class residential complex with exceptional characteristics: the longest coastline in the capital and great opportunities for outdoor recreation. However, this luxurious picture hides serious legal and financial problems that could jeopardize not only the development, but also the money of potential investors.
The first and most disturbing point that immediately catches the eye is that the land for the H2O residential complex is leased from Kontaktbudservice, a company that is currently on the verge of bankruptcy and has huge debts to the city of Kyiv. This means that any property transactions on these lands may be challenged, and the investors themselves may face problems related to legal uncertainty.
Another serious blow to the legality of the development was the decision of the Supreme Court of Ukraine in the summer of 2024. According to the court’s decision, one of Kontaktbudservice’s land lease agreements has already been terminated. As for the second plot, the case is still pending in court, and the other three plots used by the developer may face similar problems.
To prevent another construction scam in the capital, we sent materials to law enforcement and judicial authorities. As a result, the judge of the Darnytsia District Court of Kyiv, Oleksandr Sirbul, refused to oblige the Darnytsia District Prosecutor’s Office of Kyiv to register the information in the URPTI (case No. 753/4103/25).
Protecting veterans or lining their own pockets?

“There is no support from the state. Motivation disappears when there is no support after serious injuries. I applied for a pension back in October, and they tell me to wait six months. What do I have to live for? Now my comrades-in-arms are helping me, and my mother is giving me everything she has…” the severely wounded veteran says.
At the same time, the position of the Ministry of Veterans under the leadership of Natalia Kalmykova can be traced in standard responses and lack of effective support for veterans’ proposals. Instead of solving urgent problems, there is only imitation of activity and budget spending on PR, marketing and video clips.
And while family members of the victims note the insufficiently clear work of the ministry’s employees and the lack of response to their proposals on the preparation of relevant documentation, Kalmykova and her subordinate ministry order the production of social video clips for a total of UAH 1,000,000.00 from Ihor Melnyk, a private entrepreneur.
Despite the lack of support from veterans, the judges are standing their ground. The ruling of the investigating judge of the Pechersk District Court of Kyiv, Ihor Lytvynov, denied the Kyiv Regional Prosecutor’s Office’s obligation to initiate an investigation (case No. 757/7623/25-k).
