What is behind the volunteering of VIP Servants of the People from Kyiv region?

With the beginning of the full-scale invasion, a number of MPs, both national and local, began to conduct active media campaigns, building images of benefactors and volunteers. Some of them immediately set up charitable foundations, while others “patriotically” wear military clothing and pretend to help the Ukrainian army. But what is really behind the volunteer initiatives of MPs?

We would like to introduce you to a VIP Servant of the People from Kyiv region, who fills his own pockets through the prism of a defender and public figure.

Levchenko Sergey Oleksandrovych is a deputy of the Kyiv Regional Council from the Servant of the People party and deputy chairman of the Budget and Finance Committee. He actively posts photos of his visits to the de-occupied cities of Ukraine. For example, in September 2022, the deputy personally visited Izyum and congratulated the SES employees on Rescuer’s Day. According to one of the articles, “In cooperation with charitable foundations and organizations, Levchenko provided humanitarian aid to civilians, troops of the TRO and the Armed Forces of Ukraine. About 20 times he personally visited the de-occupied communities of the eastern regions of Ukraine, and those that were particularly affected by the hostilities.”

In the pictures, he is always wearing an embroidered shirt or military clothes. All this to somehow whitewash his already tarnished image. So what is the deputy from Kyiv region, who still has connections to Donetsk, hiding?

Wealth and business 

Sergiy Levchenko has numerous assets, in particular, he is the owner of:

  • jewelry factories (Donetsk Jewelry Factory EUROZOLOTO, Trading House DIAMANT, Production and Trade Association DIAMANT)
  • a pawnshop in the city of Donetsk
  • a restaurant in the Koncha Zaspa Park country hotel and restaurant complex. It was widely reported by the media in the context of the fact that MPs from the Servant of the People party gathered there during the period of enhanced quarantine restrictions.

Despite this, in 2023, the MP declared only UAH 298 of income as interest. So what does the MP live for, or is he surviving?

Levchenko is also the owner of a number of real estate properties, including apartments in Yalta, Turkey, apartments in Kharkiv, land plots in Lviv, Donetsk (Yasynuvata), Luhansk (Starobilsk) regions and Kyiv, as well as a residential building in the capital and a non-residential building in Donetsk.

There are grounds to believe that the man left a significant number of assets out of the declaration. For example, his Tesla Model X worth under $100,000, which Levchenko has been using for years to go to the regional council, is not listed in Levchenko’s assets.

During the war, the MP purchased a Mercedes-Benz E 220 for UAH 800,000 thousand, and, according to sources, he repeatedly traveled abroad for vacation. His travels included visits to ski resorts in Austria and Italy, as well as meetings with his godfather, former CCU Chairman Oleksandr Tupytskyi, in Vienna.

Nepotistic ties with Tupytskyi

Serhiy Levchenko is known as a Donetsk-Kyiv businessman. He owns two houses in the Konik cottage community near the Zhukiv Island nature reserve. In one of them (worth $1 million), the following was registered scandalous former head of the Constitutional Court of Ukraine Oleksandr Tupytskyi.

Levchenko’s friendship with Tupytsky was repeatedly confirmed by numerous photographs, and during the war, it seems, the MP personally visited his fugitive friend in Europe on several occasions.

Tupytskyi himself moved to the EU due to persecution by law enforcement agencies. Earlier, he fraudulently seized the assets of Zuiv Energy and Mechanical Plant CJSC worth more than UAH 40 million, and subsequently legalized the property.

According to media reports, on July 04, 2024, based on the decision of the Pechersk District Court of Kyiv, SBI officers under the procedural guidance of the Prosecutor General’s Office, within the framework of criminal proceedings in the URPI №12013110060002990, conducted searches in Levchenko’s house. The purpose of the investigative actions was to identify and seize items and documents confirming the MP’s involvement in committing crimes related to legalization (laundering) of the proceeds of crime.

Levchenko, in fact, acted as an intermediary, because through his company PT Lombard he helped his friends by conducting all the black transactions and legalizing the stolen funds. The pawnshop was used to conduct transactions involving the provision of fictitious services, where real money was circulated through a series of forged invoices and documents, which allowed them to reduce their tax burden and hide their real income.

LTD.“TRADING HOUSE ‘DIAMANT’, which is also controlled by Levchenko, was used to further legalize the proceeds. The jewelry store served as an ideal cover, as it could easily launder large sums of money under the guise of legitimate sales of expensive jewelry. For this purpose, fictitious purchase and sale agreements of precious jewelry and watches were executed with customers who never actually made purchases. The store’s reports reflected high profits, which allowed the “dirty” money to be legalized as income from legitimate commercial activities.

That’s why law enforcement officers searched the MP’s apartment.

In addition to the pawnshop’s seal, phones, and computers, they also seized documents, including a printout from the restaurant business, showing Levchenko’s investments of $639,856, which, of course, were not reflected in his declaration.

Levchenko’s black bookkeeping was also seized, including a “statement of the total for two objects in the amount of $791,849.”

This obviously spoils Levchenko’s reputation as a volunteer once again, so he is desperately trying to close the case, using his personal connections with MP Motovylovets and top law enforcement officials. We’ll see if he succeeds in hushing up the case. However, we will do everything we can to strengthen the investigation of Levchenko’s criminal activities. We have already sent materials to law enforcement agencies, including calls to intensify the investigation of the case #12013110060002990.

We believe that the investigation into Levchenko’s case will show the true face of Ukraine’s law enforcement agencies.

What else is Levchenko known for?

In the summer of 2021, it became known that Levchenko had hit a 5-year-old child in a Tesla car. The media, citing the victim’s mother, wrote that the driver of the car demanded an apology from the child and then simply fled the scene of the accident. The boy’s mother also noted that her child had been injured in the accident.

After Levchenko’s visit (as the woman herself reported), the child’s mother began to justify the MP’s actions in every possible way, saying things like: “I really believe that at that moment, Serhiy Levchenko saved my son’s life”. The reason for this may be pressure on the woman or bribery by the perpetrator. Law enforcement officers opened a criminal investigation into the incident, but the progress of the investigation is still unknown. We believe that it was closed, and Levchenko simply paid off the responsibility.
