The negligence of the Ministry of Defense is causing the deaths of Ukrainian soldiers. How Defense Ministry officials undermine national security

Let’s recall the scandalous former Deputy Minister Vyacheslav Shapovalov, known for purchasing eggs at 17 UAH and low-quality uniforms for the Armed Forces. It would seem that his resignation is the final point. But in reality, this was only the tip of the iceberg. Behind him was a whole network of people involved in corruption that undermined the security of the army and endangered the lives of our defenders.

TANOS TECHNOLOGY

For example, Tanos Technology LLC became one of the key companies in corruption schemes related to procurement for the Ministry of Defense. The company supplied equipment, medical supplies, and gear to the Armed Forces at inflated prices, but the main problem was their inadequate quality. Some of these goods did not meet safety requirements and could pose a deadly threat to Ukrainian defenders.

Among the defendants in the case are former Deputy Defense Minister Viacheslav Shapovalov and other officials who organized the purchase of protective equipment (bulletproof vests, helmets, military clothing) at outrageous prices, but with poor quality. The contracts provided for 100% prepayment totaling more than UAH 1.4 billion, which created enormous financial losses for the state.

According to the investigation, these officials acted with the intent to harm the Armed Forces by violating quality control procedures and prioritizing contracts with dubious suppliers. Some bulletproof vests and helmets did not meet the standards of combat use at all, which endangered the lives of our servicemen. And thus, it caused the deaths of thousands of soldiers who defended the country at the cost of their lives.

Who is involved?

Through our investigation, we have identified high-ranking officials who have been facilitating the embezzlement of state resources and undermining the combat capability of the Armed Forces of Ukraine for years. Below are just a few of the key figures whose actions have become a real test for the defense industry:

Oleksiy Zarytskyi, the head of the Main Department of Property and Resources (MDPR), is suspected of facilitating the non-transparent management of the Ministry of Defense’s assets. Under his leadership, state property, including buildings and land plots, was leased to affiliated companies at reduced prices. This not only caused large financial losses, but also hit the resource supply of the defense sector.

Yaroslav Fedorchuk, deputy head of the procurement department, was responsible for signing contracts for the supply of medical goods and equipment. Investigators suspect that under his supervision, prices were inflated and tender manipulations were carried out in favor of unscrupulous suppliers. The result was low-quality supplies that posed risks to the Armed Forces.

Natalia Hrebenyk, the head of the procurement department, was involved in concluding overpriced contracts with suppliers that did not meet technical requirements. Instead of providing quality defense supplies, the MoD budget suffered millions in losses.

Maksym Hrytsenko, Head of the Department for Control over Public Procurement, is implicated as a person who facilitated corruption schemes during tenders, giving priority to controlled companies such as TANOS Technologies LLC.

Oleksandr Fidina, acting head of the Central Quality Control Department, is suspected of signing contracts for the supply of low-quality equipment.

Gennadiy Vdovychenko, Head of the Department for the Development of Material Support, is involved in a case of supplying low-quality products from controlled companies such as TANOS TECNOLOGY, which led to budget losses and disruptions in the supply of critical supplies to the army.

The sanctions provided for by the Criminal Code may lead to the confiscation of the property of these defendants, and the investigation is currently actively searching for their foreign assets in 13 countries, including Bulgaria, Germany, the UAE and Turkey.

But is Ukraine sufficiently protected from corruption at all levels? What responsibility should those who undermine the security of the army bear?
