Oligarchic clans have seized the subsoil of Ukraine. How OPFL trades in special permits for minerals
Ukraine’s subsoil has long been no longer the property of the people. Each of the fields has been seized by representatives of oligarchic circles through legal and illegal means. At the same time, the current government, controllers and law enforcement officers continue to turn a blind eye to the outright robbery of the state during the war by pro-Russian forces. So who managed to take away the country’s subsoil?
Ihor Abramovych is a former MP from the OPFL with Kharkiv origins. After being elected to the Verkhovna Rada of the IX convocation, he became Deputy Chairman of the Committee on Finance, Taxation and Customs Policy and topped the ranking of the most active MPs of the OPFL in lawmaking. By the way, it was Abramovytskyi who was sung odes to by the Committee’s Chairman Danylo Hetmantsev and the head of the Servant of the People faction David Arakhamia, who literally sang odes to him, talking about his “atypicality for the OPFL” and his desire for change.
In 2015, Abramovich was appointed president of DV Oil and Gas Production Company LLC. This company owns the Kharkiv thermal power plant Eskhar. In 2015, DV Oil and Gas Production Company was bought out from Yuriy Boyko, the co-leader of the OPFL, with Abramovich still remaining a shareholder.
From 2016 to 2017, Abramovich was the president of the engineering company Inter energy group IEG, which operates in the oil and gas production, energy, and transportation sectors.
In addition, Abramovich, together with former Party of Regions member Vitaliy Khomutynnik, is a co-owner of Ukrgasinvest LLC, which is engaged in hydrocarbon production.
Abramovich has always had the support of government officials. That is why, probably due to either his indescribable charisma or generous remuneration, in 2018 he lobbied for special permits from the State Service of Geology and Subsoil for the oligarch’s companies. It was about 16 companies: Twins Group LLC, Elion Invest LLC, Nayer Company LLC, Price Company LLC, Subsoil Company LLC, Nadra Oil Group LLC, Vilenda Resource 2000 LLC, Nadra Service Invest LLC, Trends System LLC, Goldwyn Group LLC, Fartis Trade LLC, Kerdin Group LLC, Disans LLC, Zakhidbudimpex PE, Gas-Invest Asset LLC, and Atalan LLC, which now have direct access to the country’s fields.
The activities of these companies include crude oil production, natural gas production, provision of ancillary services in the field of oil and natural gas production, exploration drilling, engineering, geology and geodesy, and technical consulting services in these areas.
For some reason, Abramovich’s Ukrgazinvest LLC is not on this list. However, what prevented Igor Abramovich from obtaining a special permit for himself?
Later, law enforcement officers became interested in these facts, but apart from the beginning of publicity, the case did not end. Most likely, David Arakhamia, who has long been open about his ties to OPFL, was behind this silence.
