Occupation business inside Ukraine – Solly-Plus automobile house
Kharkiv becomes the target of enemy aggression almost every day. Moreover, now the racists are attacking KABAM and Zaporizhzhia, striking first at a “military facility,” or rather, an ordinary residential high-rise building where Ukrainians, including children, were at that moment. It does not matter where they strike – their main task is to intimidate and destroy, leaving nothing alive in the frontline territories.
It is cynical that a large number of Ukrainian businesses continue to work in the enemy’s hands: supplying spare parts, certain products and goods from and to Russia, communicating with company representatives there and financially supporting the terror of Ukrainians.
One of the most likely examples of a business that helps Russia to “erase Ukraine and its people” is the Soli-Plus holding. It is an official dealer of GAZ and MAZ, which probably continues to purchase products from Heredia and “friendly” Belarus, despite sanctions and bans. Moreover, later the goods are offered to Soli-Plus customers in the frontline Kharkiv region.
In Ukraine, Solly-Plus is represented by 17 companies, including: SOLLY PLUS LLC, SP. SUMY”, ‘SOLLY PLUS POLTAVA’, ”OLIMP. INVEST”, ‘OLIMP TRANS SERVICE’, ‘PARK DRIVE. KHARKIV’, ”SOLLI PLUS. KHARKIV, LLC, LLC “GRUZOAVTOSERVICE”, LLC “JV CHERNIHIV”, LLC “HOLDING SOLY PLUS”, LLC “SOLY PLUS CHERNIHIV” and others. Such a large number of companies may indicate a desire to evade taxes by fictitiously splitting income between several legal entities. Such manipulations allow to artificially reduce the amount of taxes payable to the budget. This is done by distributing sales among several companies.
The company’s branches operate as dealers in a number of car dealerships in Kharkiv, Kremenchuk, Poltava, Sumy, and Chernihiv. However, the “main” city is still frontline Kharkiv. By the way, there are questions about the grounds for allocating land plots for such sites, or rather their legality.
The holding is managed by the president, Konstantin Tokarev. He has political experience, having been elected twice to the Kharkiv City Council and twice from the pro-Russian Party of Regions. The man is also an honorary consul of the Republic of Lithuania in Kharkiv. In addition, there is reason to believe that Tokarev is the organizer and main link in ensuring interaction with entrepreneurs from Russia and Belarus for the further transportation of smuggled cars and automotive products of the GAZ and MAZ brands.
His deputy, First Vice President, is Oleg Puchkov. He is responsible for the operational management of certain divisions of the SOLY-PLUS car holding and is likely to ensure the functioning of the smuggling scheme.
Interestingly, the list of persons belonging to Tokarev’s group and Solly-Poyus also includes a Lithuanian citizen, Satas Aurimas, who may act as an intermediary in the implementation of criminal schemes and further legalization of the proceeds.
A number of circumstances may indicate continued cooperation with the aggressor.
For example, in 2022, the Holding’s revenue amounted to UAH 56.5 million. For a long time, the Solly-Plus website contained information about the continuation of warranty service and the sale of cars and spare parts for GAZ and MAZ gas vehicles. However, after the journalistic publicity, the website was quickly “cleaned up”, but curious Ukrainians still have the screenshots.
Soli-Plus representatives avoid commenting on cooperation with aggressor countries. On the company’s official social media pages, where it positions itself primarily as a Mitsubishi and Mercedes dealer, you can find posts of gratitude to the Armed Forces.
However, it is unlikely that law enforcement officers would investigate the activities of a completely pro-Ukrainian company in the light of Part 4 of Article 111-1 of the Criminal Code of Ukraine, which provides for liability for collaboration. This is evidenced by the criminal proceedings initiated by the SU of the Main Department of the National Police in Kharkiv region on 18.04.2022 under No. 12022220000000205. So maybe Soli-Plus still has “skeletons in the closet” in the form of unbroken ties with Russia?
We remind you that according to the Criminal Code of Ukraine, collaboration is recognized not only as economic activity carried out in cooperation with illegal authorities established in the temporarily occupied territory (occupation administration), but also directly with the aggressor state. Such cooperation can be seen as a form of support for the financing of the war by Russia and the Republic of Belarus.
Therefore, we continue to investigate the activities of Solly Plus and its possible cooperation with Russia and Belarus. The legal department of the NGO “Non-Stop” has already sent the first “portion” of materials to law enforcement agencies in order to analyze the case as deeply as possible, conduct inspections, and monitor the real turnover of goods and profits. In addition, we demand that sanctions be imposed on the Holding to prevent further financing of the aggression against Ukraine.
