Molchanova and Klitschko are destroying Kyiv’s eco-parks. Residential complexes instead of nature reserves and city ecology
The Kyiv authorities continue to build up the city, destroying ecological parks, forests, and historical architectural monuments. Now, the Osokorky Ecopark, a place that was once created for outdoor recreation, has become another victim of the city’s inaction. Most of one land plot is occupied by Lake Nebrezh. That is, the territory is not even land.
Young forests are now being actively cut down in the eco-park, and local residents have noticed the resumption of construction of a residential area, including cranes, construction equipment and concrete pouring.
Although the prosecutor’s office is supposed to file a lawsuit to return the land to the community, law enforcement officials are still waiting for a response from the government and local authorities.
Who is behind the development of the Osokorky Ecopark?
In May 2023, the Specialized Department of the Kyiv City State Administration issued a permit for the installation of a temporary fence on the territory where the construction of residential and social facilities is planned near the Osokorky-Centralny residential area in the Darnytskyi district.
The customer, Kontaktbudservice LLC, and the contractor, Spetsbud-Monolith LLC, received the permits. The permit was also granted for the construction of an access road through Kolektorna Street until May 2024. This road is located near Lake Nebrezh, where the second stage of the residential complex is planned to be built.
The organization “Ecopark Osokorky” reported that the city council recognized the territory of the lake as a “zone of residential and public development”. Thus, the city council decided to use the land for the future residential complex.
In response to the question, Mayor Klitschko pretended not to know “what is happening in Osokorky” and asked “what the problem is.” “There are relevant regulations and the law. If there are violations, then there is every reason to stop (the construction).” So why does the destruction of the ecopark continue?
Stolitsa Group is trying to build up the green zone in Osokorky. It should be reminded that Stolitsa Group is associated with a member of Kyiv’s construction cartel, businesswoman Vladyslava Molchanova.
In exchange for the transfer of rights to the land plot and facilitation of the construction process, the developer promises to complete the Patriotika residential complexes located nearby and the Eureka residential complex in Teremky, which were not completed by the old developer, Arkada Bank. In this regard, the Kyiv authorities, the Ministry of Internal Affairs, the Security Service of Ukraine, and other government agencies signed a memorandum to ensure that Kyiv residents who were deceived by Arkada would receive the promised real estate. However, there is one caveat: the memorandum on the Ecopark’s fate does not include the other party – Kyiv residents who want to preserve the recreational area.
“I proposed a rational way out of this crisis situation. It is self-supporting and fits into the context of the harmonious development of our city, so it suited everyone,” -Molchanova said. Her idea was to sign a memorandum, a roadmap that would consolidate the commitments of the authorities, the new developer, and investors.
Molchanova, who is listed as a “moderator” in the memorandum, has repeatedly said that she does not abandon her intention to complete the Arcades complexes.
“Stolitsa Group continues to invest in the completion of housing in Eureka and Patriotica. Of course, not to the extent planned before the great war, but it is still a move forward. The works that were partially funded in 2021 and early 2022 are ongoing. The company continues to finance the maintenance and security of the construction sites of Evrika and Patriotika residential complexes and other operating expenses,” Molchanova said.
So now, in order to speed up the process of building the residential complexes abandoned by Arkada and find sources of financing for them, Stolitsa Group has simultaneously started construction of the scandalous residential complexes in Osokorky. One of these projects is the H2O residential complex (rebranded as Patriotika na Ozera). In total, it is planned to build 43 houses with a height of 24 floors or more.
Despite pending lawsuits, rallies against the construction, and petitions demanding a ban on construction vehicles, Stolitsa Group continues to fill up Lake Nebrezh and drill piles. In particular, in November, the developer filled the canal connecting lakes Tyahle and Nebrezh with construction waste. The canal was filled up to build a new road through the green zone from Hryhorenko Avenue.
As we can see, in the choice between the environment, the natural area, and a new residential complex that will bring billions to the pockets of the developer and related parties, the Kyiv authorities chose the second option.

In order to speed up the process of taking real measures by law enforcement and regulatory authorities, we sent materials demanding to check the performance of official duties by officials of the Kyiv City State Administration and its departments, to investigate the involvement of Klitschko and others in the destruction of the Ecopark.
