Manipulation of electricity by the Cabinet of Ministers, the Ministry of Infrastructure and UkSATSE

The State Air Traffic Services Enterprise of Ukraine (Ukraerorukh) is at the center of a corruption scandal. The company’s officials, having concluded agreements with the electricity supplier Euro Trade Energy LLC, have repeatedly increased the price of electricity, which has led to multimillion-dollar losses for the state.

After signing the electricity supply agreement on 26.02.2021 at a price of UAH 2/kW excluding VAT, the price was later unreasonably increased to UAH 3.6/kW (i.e., by 79.6%), which caused losses of more than UAH 3.5 million! But this is not the only contract with such a violation.

The original contract was for the supply of electricity to Euro Trade Energy LLC in the amount of 5,950,300 kWh, which, together with VAT, would have amounted to UAH 14.3 million. However, after the price was increased, the amount increased to almost UAH 20 million.

And this is just the tip of the iceberg!

Similar fraud took place under several additional agreements concluded by UkSATSE with Euro Trade Energy LLC, in particular:

Agreement dated 02/19/2021 – loss of UAH 500 thousand;
Agreement of 02/10/2021 – loss of UAH 100 thousand;
Agreement of 02/26/2021 – loss of UAH 1 million;
Agreement of 31.03.2021 – losses of more than UAH 2 million.

The total amount of losses incurred by the state due to these manipulations is over UAH 8.6 million!

What does this mean for the country?

The illegal increase in energy costs directly affects public finances and, worst of all, the credibility of state-owned enterprises. Criminal proceedings will soon be opened against Ukraerorukh officials on the grounds of abuse of power, but whether this indicates real investigative actions and investigations is a rhetorical question. Will the perpetrators be brought to justice?

By the way, Ukraerorukh is regulated by the Ministry of Community and Territorial Development of Ukraine. So will the newly appointed Minister Kuleba pay attention to the affairs at the state enterprise?

We are waiting for the reaction of law enforcement and the appropriate actions of the NABU, because such cases should not go unpunished.
