Kyrylo Tymoshenko – billion-dollar laundering in defense, humanitarian aid and Big Construction
Kyrylo Tymoshenko – his name is often associated with the Office of the President of Ukraine, leaks to the NABU, and most importantly, the presidential program “Big Construction,” which, as it turned out, stole many millions. What was Tymoshenko’s role in the plundering of the budget and why does his return to the Ministry of Defense mark the “beginning of the end” for Ukraine’s defense?
Who is Kyrylo Tymoshenko?
Kyrylo Tymoshenko is one of Andriy Yermak’s most media-friendly deputies. His main focus has always been media, PR and consulting. In the Office of the President, he also worked on personnel policy in the regions and the restoration of the de-occupied territories.
Thus, long before his political career, he founded the GOODMEDIA agency, which provides services in television and film production and event organization. Tymoshenko is also the owner of the private company Kinokit, which produces content for the state-run Rada TV channel. By the way, the latter was recognized as “critically important,” but for what reason? Perhaps because it received funding from the budget for UAH 105 million for 2024 alone, and without a tender?
The politician’s father, Vladlen Vasylovych, is the head of Cominfo Business Center LLC and a member of the Dnipro Regional Council. Tymoshenko’s wife Olena runs the Ukrainian Film School.
After leaving the Presidential Office in 2023, Tymoshenko disappeared from the media. The media wrote different opinions about the prerequisites for such decisive actions of the Presidential Office. They talked about money laundering at Velykyi Stroitel and a personal conflict with top officials.
A little later, Tymoshenko returned to government circles, but as a full-time adviser to Defense Minister Umerov. As the official report said: “The main activity of Tymoshenko Kyrylo is media and communications, coordination of information policy in the Ministry of Defense and subordinate structures of the Ministry of Defense, as well as building a single information agenda in the Ukrainian Defense Forces for the period of martial law.”
How Tymoshenko built “dragon’s teeth” on the beach of Chornomorsk
As an advisor to the Minister of Defense, Tymoshenko continues to oversee fortification and reconstruction. On his initiative, numerous “dragon’s teeth” were installed on the beaches of Chornomorsk in Odesa region. However, there are a few caveats.
For example, there is a large stretch of shallow water along Chornomorsk’s city beaches, which makes it impossible for a warship to approach the city limits of Chornomorsk, as any vessel would run aground long before reaching the shore. So what are these concrete structures for? It’s simple: for easy money laundering during the imitation of defense.
Big theft
Tymoshenko was once one of the curators of the Big Construction project, which aimed to rebuild Ukraine’s roads and infrastructure. He shared the management of the program with another equally scandalous figure, Yuriy Golyk, who we wrote about in our article.
With power in his hands, Tymoshenko successfully lobbied for the interests of the “right” companies, which, contrary to tender procedures, received state contracts with overestimates. The list of such companies includes: Dorstroy, TIRAS, and NOVEM Logistic.
For example, the analysis of economic activities of Dorstroy PE shows that the largest customers under such contracts were the following:
- SE “Service of Local Roads in Cherkasy Region”, with which contracts totaling UAH 430,523,628 were concluded.
- Department of Architecture and Urban Development of Cherkasy City Council – UAH 324,926,780.
- Department of Urban Planning, Architecture, Housing and Communal Services, Improvement, Infrastructure of the Haysyn City Council – UAH 209,314,249.
Tymoshenko’s main “scruples”
In April 2020, an An-225 Mriya airplane arrived in Ukraine with medical supplies needed to fight the coronavirus. The press service of the Presidential Administration called the cargo humanitarian. However, it later turned out that most of the goods were purchased at the expense of commercial entities and were intended for resale at the Epicenter.
In the fall of 2022, data on the theft of humanitarian aid that came to Zaporizhzhia region and was sold in ATB and Silpo were made public. According to information obtained from private sources, Tymoshenko was personally behind such manipulations.
In October 2022, journalists discovered that Tymoshenko was driving a Chevrolet Tahoe humanitarian vehicle donated by General Motors for humanitarian missions and the transportation of citizens from the war zone. After the scandal, the politician promised to transfer the SUV to one of the frontline regions for humanitarian use.
In July 2023, the NACP investigation found that Tymoshenko, as deputy head of the OPO, had asked the SBGS to grant permission for her subordinate to travel, allegedly for a business trip. However, the purpose of the visit was to obtain visas for Tymoshenko and his son.
We analyzed Tymoshenko’s involvement in embezzlement at the Big Construction and during the construction of fortifications in the frontline regions, and filed a criminal complaint with law enforcement agencies. After reviewing the report, the Cherkasy Regional Prosecutor’s Office registered it in the URPTI under No. 42024250000000061.
