How Ukrainians are Deceived During the War. The Construction Mafia of the Kyiv Region NOVBUD or Which Developers Not to Trust

NOVBUD is a construction company founded in 2007. It specializes in building residential complexes in the Kyiv region. The company’s most famous projects include the residential complexes “Petrovskyi Quarter,” “Krukivshchyna Quarter,” “New Teremky,” and “New Zhulyany.”

The History of NOVBUD is a classic example of a developer who initially, to create an image, fulfills all obligations on time, adhering to promises. However, once more investors are attracted (and thus more profit is made), the construction is frozen, citing funding problems or “difficult external circumstances.” Meanwhile, the Ukrainians’ money is long gone, and the apartments remain just pictures.

Who is Behind NOVBUD?

The founders of LLC “Novobud” are Volodymyr Horodylov and Oleksandr Mykulenko, both from Dnipro. Both can be described as “men of God,” being good acquaintances of the well-known pastor Volodymyr Muntyan.

Horodylov teaches how to become a millionaire. Interestingly, a video is still circulating online with a caption: “…Horodylov can be called a businessman from God because he does not stray from biblical principles in what he says. He makes annual donations of over a million dollars.”

Donations of over a million, yet his own project still cannot be realized… Perhaps these donations are made with the money of Ukrainians? Moreover, Horodylov was an assistant to a People’s Deputy from the Party of Regions.

As for Mykulenko, between 2007 and 2012, he was an assistant to a People’s Deputy of Ukraine from the Yulia Tymoshenko Bloc.

What Are Mykulenko and Horodylov Doing Now? They are extracting drinking water. And this is no joke; instead of completing their residential complexes, the men obtained the right to extract water through their controlled LLC “BIG ENERGOREZURS.” The special permit was issued by the State Service of Geology and Subsoil of Ukraine and applied to the Sviatopetrivske deposit (Sviatopetrivska site) in the Kyiv region.

This right was granted “since they previously conducted geological exploration of the subsoil at their own expense and calculated mineral reserves.”

Investors have provided a list of companies associated with members of the organized criminal group created by the management of LLC “NOVBUD”: LLC “UK” KOMFORT SERVIS 4″, LLC “BIG RENT 2”, LLC “NEW TEREMKY RESIDENTIAL COMPLEX”, LLC “NEW VYSHHOROD RESIDENTIAL COMPLEX”, LLC “NEW ZHULYANY RESIDENTIAL COMPLEX”, LLC “PETROPAVLIVSKYI QUARTER”, LLC “BIG REALTY”, LLC “BIG ENERGOREZURS”, LLC “KUA ANDERE RICHTUNGEN”, LLC “PETROVSKYI QUARTER 2”, LLC “PETROVSKYI QUARTER”, LLC “BC OSNOVABUD”.

Briefly About the Most Famous Residential Complexes

Residential Complex “New Zhulyany”

In August 2021, the State Architectural and Construction Inspection refused to issue a construction permit for this complex. The requirements regarding the maximum permissible height of residential buildings in rural areas were not met, and there was a lack of parking spaces. Approval of the height from the authorized civil aviation body was not provided, requirements for the necessary number of places for people with disabilities in the parking lot were not met, sanitary protection zones were not observed, and the object was not equipped with charging devices for electric vehicles, among other issues.

Therefore, construction is still not underway, although NOVBUD promised to commission the “Zhulyany” residential complex in 2019-2020.

The land under this residential complex belongs to Comfort Service Kryukivshchyna Management Company LLC (used by Kryukivshchyna LLC), Oleksandr Mykulenko (used by Novi Zhulyany Residential Complex LLC). The general contractor of the construction is Zhytlolux Plus LLC. The customer of the works is Novi Zhulyany Residential Complex LLC. The developer is Novbud.

Neither rallies nor petitions helped investors force the developers to fulfill their obligations. Local authorities are also not responding in any way. Perhaps because everyone has already received their kickback?

Residential Complex “Petrovskyi Quarter”

Media reports state: “The Petrovskyi Quarter residential complex is a joint land scam by two officials: the first deputy governor of Kyiv region Lev Partskhaladze and the head of the Kyiv-Sviatoshyn District Council Oleksandr Tyhov. The land for high-rises was obtained through shadow schemes, agricultural lands were built on, and the income was hidden in offshore accounts.”

The mentioned residential complex indeed had an impressive area and prospects – over 20 hectares, which were supposed to become a kind of town.

According to documents, part of the land plots for the complex was granted ownership by the Petrovskyi Village Council. The other part was also granted ownership by the Sofiivska Borshchahivka Village Council. That is, the area under construction is territorially located within the boundaries of two village councils, so it should have been managed by the Kyiv-Sviatoshyn District Council, not the village councils.

The permit documents of the “Petrovskyi Quarter” indicate that the purpose of the land where the complex stands is for residential and public construction. However, the same land plot is listed in the public cadastre as agricultural land. Essentially, the high-rises are built on a field where farmers have every right to grow wheat, sunflowers, or other crops.

Investor Pressure

The NOVBUD group constantly misled the residential complex investors to make them believe that construction was progressing and the house was being prepared for delivery: windows were installed on one side of the building to show the progress of the work. Additionally, the security personnel of the object confirm that the construction has practically stalled.

Some investors still receive calls where they are blackmailed, presented as lawyers of LLC “NOVBUD,” and advised not to complain anywhere.

Investors of the “Petrovskyi Quarter,” who have been unable to receive their housing for 6 years, which they paid for in full, have also contacted us. A criminal case No. 42023112200000024 dated 16.02.2023 was opened regarding this under part 4 of article 190 of the Criminal Code of Ukraine. However, as we see, no one has achieved justice yet, as the effectiveness of law enforcement leaves much to be desired.

Currently, about 1,500 people have suffered from the NOVBUD developer.

Therefore, based on the materials of the deceived investors, we have filed applications with the supervisory and law enforcement agencies to speed up the investigation process. We will also influence law enforcement through the courts. So, stay tuned for updates.
