How Ukrainian Law Enforcement Handed Over Frontline Kharkiv to the Russians: Complexes Funded by Ukrainians’ Money Supporting the Russian Federation

“ARIZONA Place,” “Arcada Beach Club,” and the SPA-hotel “Misto” are well-known recreational spots in Kharkiv that continue to operate during the war. While it’s crucial for frontline Kharkiv to see business growth, providing jobs and paying taxes, the story behind these establishments is far from ideal.

Each of them continues to operate even during air raid alerts and when there is a real threat to the city. Despite several direct hits on the premises, these places remain open. Has experience taught them nothing? What about the safety and lives of the visitors, especially children, who are actively encouraged to visit through advertisements?

«ARIZONA Place»

“ARIZONA Place” is a restaurant-entertainment complex, touted on the establishment’s websites as the “main open-air spot in Kharkiv.” During the summer season, ARIZONA launched an extensive PR campaign, inviting Kharkiv residents to visit the pools under the pretext of a “total price drop.” But what about safety?

Who is behind the successful operation of “ARIZONA Place” on Bokovyi Lane 10? The actual manager is Volodymyr Tupitsyn, a Kharkiv City Council deputy from the “Kernes Bloc – Successful Kharkiv.” As such, he has a certain amount of power and connections that allow him to lobby for necessary issues in the city council, suppress public resistance, and openly violate the law.

Tupitsyn’s reputation is far from spotless. In 2016, he tried to hide his wife Valeriya Bondar’s business income from declaration, who owns 25% of the statutory capital of the private enterprise LLC “Lot-Service XXI.” The total income amounted to 1.25 million UAH.

LLC “Lot-Service XXI” owns the Kharkiv beach club “Arizona.” The co-founders of LLC “Lot-Service XXI” are Nina Museyeva, mother of Maksym Museyev, a Kharkiv City Council deputy of the 7th convocation, and Pavlo Stepanenko, husband of Viktoriya Kytaygorodska, head of the Department of Administrative Services and Consumer Market of the Kharkiv City Council.

According to some sources, the city prosecutor’s office has already found documents showing that the land allocated for the “Arizona” club was transferred with clear legal violations. The first-instance court satisfied the claim and declared the land lease agreement between “Lot-Service XXI” and the city invalid. However, due to connections with the top leadership of Kharkiv and the assistance of former “Party of Regions” colleagues, the court’s decision was annulled.

It’s worth noting that both near “ARIZONA Place” and directly on the territory of “Arcada Beach Club” (located on Bukova Street 27), there have already been hits by enemy S-300 missiles. Although no one was injured in those attacks, it seems the owners of these complexes wish to increase the “casualties.” Despite air raid alerts and the danger of missile launches, the complexes continue to operate calmly and, more importantly, without hindrance. Didn’t the example of the Boyko school, which also operated during an air raid and was later completely destroyed by the Russians, teach them anything?

Russian-Owned “Misto” in Kharkiv?

The prestigious five-star hotel complex is part of the well-known “Misto” complex in Ukraine and abroad. Located near the city center, it offers a wide range of services: from fitness centers and bowling to spa services.

The group includes establishments at Klochkivska Street, 190, which house the “Misto” SPA and fitness center, “Misto” hotel, “Misto” entertainment complex, and “Misto” bowling.

The most interesting part is that the main beneficial owners are Russians who continue to profit from doing business in war-torn Kharkiv. This means that a percentage of the income from the brand and management goes directly to Russia, and thus, is part of the funds used for producing missiles and ammunition to kill Ukrainians.

The network is controlled by notorious organized crime figures who are the actual owners: Kolontyrsky, Shakhpazidi, Slizhevsky, Gryshyn, Klyukovsky, and Kozhukhov. These individuals hold Russian citizenship and have close ties with Russian officials and law enforcement agencies.

So how is it that Russian business still continues to operate in Ukrainian Kharkiv?

One of the “Misto” establishments has already been hit by a Russian airstrike. However, this doesn’t seem to concern the owners enough, as the pools and spas continue to operate, disregarding air raid alerts and the safety of citizens.

This is the true face of the local business structures and law enforcement and regulatory bodies, which apparently care little about violations. Following our complaints, the Pechersk District Court of Kyiv (case No. 757/23555/24-k dated 05.06.2024) ordered the authorized persons of the Prosecutor General’s Office to enter the information into the Unified Register of Pre-trial Investigations. The Shevchenkivskyi District Court of Kyiv (case No. 761/19069/24 dated 28.05.2024) issued a similar decision, ordering the employees of the State Bureau of Investigations to take identical actions. But as we can see, there has been no reaction and no real control measures.

Could it be that someone from Kharkiv’s higher management circles is interested in the unrestricted operation of these establishments? For example, the head of the Kharkiv Regional Police, Tymoshko?

We demand an inspection of the ARIZONA Place Restaurant and Entertainment Complex, Arcada Beach Club Restaurant and Entertainment Complex, and the Misto SPA Hotel for the presence of bomb shelters and adherence to safety regulations.
