How the Medvedchuk and Stolar coalition leaves Ukrainians homeless. Abandoned residential complexes of the ENSO developer and millions withdrawn in favor of Russia
There has long been controversy surrounding the Medvedchuk’s assets in Ukraine: the authorities claim that they have been frozen and transferred to the ARMA, while journalists have revealed selective seizure of shares in businesses and their transfer to unauthorized persons.
Thus, it became known that Viktor Medvedchuk’s business assets were transferred to two foreigners and a Kyiv businessman due to the incomplete arrest procedure.
According to the published investigation, three companies in Kyiv were supposed to be arrested in 2022: “Akadem-Klub, Osokorky 7, and Orest. Investigators found stakes in them owned by Medvedchuk through a Cypriot company and a Hungarian nominee. Kyiv businessman Valeriy Mishchenko was also among the co-owners.
The firms had long-term leases for fifty hectares of Kyiv land on the banks of the Dnipro River, but did not have time to start construction. In the summer of 2022, Lviv’s Lychakiv Court issued a decision to arrest the companies.
And everything seemed to lead directly to the blocking of Medvedchuk’s shares. But! Investigators and prosecutors simply did not apply to the state registrar to register the arrest. This was done to effectively block the possibility of selling or rewriting the business.
That’s when the carve-up of shares began – Osokorky 7 was acquired by a Latvian, Academy Club by a Bulgarian, and Orest by the aforementioned Mishchenko, as well as Vadym Stolar’s bodyguard, who initially became the owner of all three businesses.
We agree with the opinion that the foreigners who became the owners of the companies on paper are in fact fictitious persons.
As usual, after the media publicity, law enforcement and judges immediately took up the case and seized the corporate rights of the companies and the land plots belonging to them. The assets were transferred to the ARMA, but is this the end of the story?
And this is not the end of the battle over Medvedchuk’s property.
Thus, Putin’s godfather, together with Opposition Platform’s leader and Kyiv’s “watchdog” Stolar, control the development companies ENSO and bUd development through third parties. The former builds and manages the FJORD Residential Complex, POETICA Residential Complex, and Diadans Residential Complex in Kyiv. Let’s analyze each of them and the current state of construction.
1. FJORD Residential Complex is located at 8, Voynichnyi Proezd, Kyiv. It is currently under construction.
The customer is CHESTNAT HALL LLC. The general contractor is STANDARD CONSTRUCTION LLC.
The land plot was allocated on the basis of the decision of the Kyiv City Council dated November 20, 2018 No. 137/6188. The 5-year lease term of the land plot has expired. Therefore, the developer submitted documents to the Kyiv City Council for prolongation.
As of March 7, 2024, the City Council has not considered the issue within the timeframe provided by law. In addition, we received a response to our information requests to the competent authorities regarding compliance with tax, land, environmental, and urban planning laws during the construction of the FJORD Residential Complex, which stated the following: “The Department’s employees did not conduct inspections of compliance with the requirements of land legislation during the use of the land plot, no violations were found, and no response measures were taken.” However, the urban planning conditions and restrictions for the design of the construction project were not observed.
2. POETICA Residential Complex is located at 25-A Degtyarivska Street, Kyiv. Two houses have been put into operation, two more are under construction, although the construction of one has already been stopped.
The customer is TOWN LAND COMPANY LLC. The general contractor is STANDARD CONSTRUCTION LLC.
At our request, the Department of Urban Planning and Architecture of the Kyiv City Council provided a copy of the urban planning conditions and restrictions for the design of the POETICA Residential Complex (it should be noted that they were not observed during construction). We also received responses from the State Ecological Inspectorate of the Capital District, the Department of Environmental Protection and Climate Change Adaptation of the Kyiv City Council on the alleged absence of any violations during the construction of the POETICA Residential Complex.
3. Diadans Residential Complex is located at 19 E. Konovaltsia St., Kyiv. The announced date of commissioning is April 4, 2024. The customer is FLY DEVELOPMENT LLC. The general contractor is STANDARD CONSTRUCTION LLC.
The land plot was allocated on the basis of the decision of the City Council dated 13.11.2013 No. 619/10107. Later, Decision No. 666/3673 dated 28.11.2018 “On Amendments to the Land Lease Agreement concluded between the Kyiv City Council and the Public Joint Stock Company ‘State Export-Import Bank of Ukraine’ (the party to the agreements ‘PJSC ’State Export-Import Bank of Ukraine” was replaced by “FLY DEVELOPMENT LLC”).
As we can see, ENSO continues to persist in building projects despite its ties to the traitor Medvedchuk and refugee from the Monakivtsi Organized Crime Group, Stolar. But will they complete their own residential complexes, given the hundreds of risks?
According to our materials, the Bureau of Economic Security and the State Bureau of Investigation are obliged to launch pre-trial investigations, which was authorized by the Pechersk District Court of Kyiv by rulings No. 757/34411/24-k and No. 757/34414/24-k, respectively. We will see what other secret assets Medvedchuk still has and what investigative actions law enforcement “forgot” to take.
