How judges cover their earnings from veterans and the Armed Forces of Ukraine
The Ministry of Veterans Affairs and schemes to evade mobilization for a fee
With the help of changes in legislation and abuse of office, Minister of Veterans Affairs Natalia Kalmykova created a mechanism for men of military age to obtain “armor” through controlled NGOs and charitable foundations.
How does the scheme work?
Amendments to the law:
At Kalmykova’s initiative, the law was amended to expand the possibilities for reservations. Then, on behalf of the Ministry of Defense, memorandums of cooperation were signed with organizations that allegedly taught tactical medicine. This recognized their activities as “critical” for the country’s defense.
The Ministry of Defense Commission, which, according to sources, was controlled by Kalmykova herself, granted such organizations the status of “critical infrastructure” facilities. Young and healthy men were recruited under the guise of tactical medicine instructors, although they were not.
Organizations that gained access to the scheme became loyal to Kalmykova and her associate, former head of the Defense Ministry’s Health Department Sukhorukova, who is known for her unpopular reforms in military medicine.
And all this at a time when there is an acute shortage of instructors at training grounds who can teach soldiers to provide medical care in combat conditions, this is the “booking” mechanism.
The study revealed that Kalmykova’s services were used by employees of PROTOKA SOFT LLC, FORSERVICE USA Sales LLC and others. That is why we sent materials to law enforcement agencies and investigating judges. However, the investigating judge of the Shevchenkivskyi District Court, V. Kovtunenko (decision No. 761/43707/24), refused to oblige the Kyiv Oblast Police to investigate the case.
Drones worth their weight in gold: or how the Ministry of Defense and the Defense Procurement Agency make money on the military
Investigators of the State Bureau of Investigation have opened a criminal case #62024100110000061 against a number of companies that supplied unmanned aerial vehicles to the Armed Forces of Ukraine. The investigation focuses on Fighting Birds of Ukraine LLC, Module 5 LLC, Flash Tech LLC, and VNA Trade LLC.
They are accused of not having licenses for international drone trade, tax evasion, price gouging, and money laundering.
For example, Flash Tech LLC, established in 2023, received multimillion-dollar tenders immediately after its registration. The company supplies drones of the F10T-5.8 and F10T-1.3 models, but there are questions about their quality.
VNA Trade LLC has already signed two contracts for the supply of Hrom drones: 40,000 units for UAH 900 million and 40 aircraft systems for UAH 48.6 million. The audit has already revealed an overpayment of UAH 215 million, but the case has not been pursued.
Finally, Fighting Birds of Ukraine LLC is a well-known supplier of Valkyrie drones. It cooperates with large corporations and foundations, including Roshen and the Serhiy Prytula Foundation. However, its activities still raise questions, especially in terms of overcharging for drones.
We believe that the issue of supplying the Armed Forces should be addressed as a matter of priority, so we filed a petition with a number of law enforcement agencies and then with judges to oblige the former to launch an investigation. Despite the inaction of the security forces, there was still hope. However, Judge Buhil V. V. of the Shevchenkivskyi District Court confirmed his indifference and refused to oblige the Kyiv City Police to launch an investigation (case No. 761/40952/24).
The road to the border with Russia
While the Kharkiv region is under constant shelling, the Kharkiv Regional Infrastructure Restoration and Development Service has spent 370 million hryvnias to build a road to the border with Russia.
In October 2023, a tender was announced for the reconstruction of a bridge on the T-21-04 Kharkiv-Vovchansk-Chuhunivka checkpoint road. According to Prozorro, the tender was held without an open auction, justifying it as an urgent need due to “objective circumstances.”
The contract amounted to UAH 369,350,000 (including VAT), and the contractor was selected without a tender. The latter is already involved in several criminal proceedings. For example, the company is suspected of participating as a link in the supply schemes of Corporation KRT LLC, which is associated with former MPs from the BPP Bohdan and Yaroslav Dubnevych.
In addition, in the framework of case No. 32020100000000042 (2020), the National Academy of Sciences was suspected of money laundering during construction in Boryspil.
Given these grounds, we appealed to the judges of the Shevchenkivskyi District Court to oblige the State Bureau of Investigation to initiate criminal proceedings. However, in his ruling in case No. 761/21556/24, Kovtunenko again refused to satisfy the requirements, thus continuing the line of concealment and budget laundering by the National Academy of Sciences.
