How BRSM-Nafta finances the ROC and the war against Ukraine
The BRSM-Nafta group of companies, headed by Andriy Biba, systematically evades taxes, supplies low-quality fuel and withdraws funds to the Russian Federation.
Drivers have repeatedly complained about the terrible fuel provided by BRSM, which literally destroys cars from the inside, but it turned out that the group’s problems are much deeper. The fuel sold through BRSM-Nafta gas stations contains impurities that damage car engines.
Fuel quality
Journalists of the Apostrophe newspaper sent fuel samples from BRSM-Nafta filling stations for laboratory tests. The results were as follows:
- The sulfur content in the fuel exceeds the standard by almost four times.
- The proportion of benzene and ethanol far exceeds the permissible limits.
- Diesel fuel has a critically low flash point, which can lead to a fire.
Such fuel not only damages car engines, but also poses a real threat to the lives of drivers.
How does the company’s scheme work?
The main activities of the Biba group are focused on such companies as KATMA GROUP LLC, TNT GROUP LLC, STANDARD OIL-2000 LLC, EURO SMART POWER LLC and others. These companies import fuel from Russia and Belarus using fictitious documents, add impurities to the fuel, reducing its quality, but sell it at market price, evade taxes by manipulating excise taxes and tax documents, and withdraw money through offshore accounts linked to representatives of the Russian FSB.
BRSM-Nafta’s criminal activities are actively supported by government officials. For example, the State Customs Service provides fictitious registration of import operations, the State Tax Service “turns a blind eye” to underreporting of sales and underpayment of taxes, and representatives of the BES do not respond to outright violations of financial legislation.
The illegally obtained funds are transferred to Russia and used to support its military operations. By using controlled companies, such as FASOR LLC and OIL PRIME TRADE LLC, the participants of the scheme contribute to filling the budget of the aggressor country.
By the way, it was BRSM Oil that financed the pro-Russian propagandist Shariy and his party.
Despite numerous journalistic investigations and complaints to law enforcement, there has been no significant progress in the investigation. Why are law enforcement agencies unable or unwilling to stop this scheme?
Who is behind BRSM Oil?
Andriy Biba, the owner of the BRSM network, is known for his scandalous past. In 2015, after the tragedy at the BRSM oil depot near Vasylkiv, which claimed the lives of six people, Biba fled to Italy. There, he bought a luxury villa in Florence for 15 million euros and renovated it for another 23.5 million euros. Biba also became the owner of Fattoria Viticcio winery for 45 million euros, which produces more than 300 thousand bottles of wine a year. The business is managed by his adopted son, Oleksandr Bilozerov.
Despite his stay abroad, Andriy Biba continues to manage the chain covertly. According to journalistic reports, part of the proceeds from the sale of fuel is used to support the Russian Orthodox Church in Russia, and Biba himself has received a number of awards from the leadership of the ROC for his financial support of Russian churches.
Although the man is already facing a number of criminal proceedings in Ukraine, his business continues to operate and earn money, destroying not only citizens’ cars but also financing aggression against them.
