Head of Kharkiv Regional Council Yegorova-Lutsenko covers up illegal channels of travel for “Shlyakh” and corruption crimes of deputies with Russian origin

The head of the Kharkiv Regional Council, Tetiana Yegorova-Lutsenko, has long been associated with a number of scandals. In 2022, the details of how her husband, Vitaliy Lutsenko, together with his driver, Valeriy Kliuchko, crossed the state border unhindered in a company car under the guise of a volunteer registered in the Shlyakh system were revealed.

Later it turned out that the travel permit from the Kharkiv Regional Military Administration was obtained at the request of the Zachepyliv District NGO Football Club Kolos, which the NACP had exposed as a fake organization.

The lists of pseudo-volunteers who have permanently left the country on behalf of Kolos include not only the names of Yegorova-Lutsenko’s driver and husband, but also the son and husband of the former chief of staff of Kharkiv DEC Belyavtsiava and a number of other well-known Kharkiv figures.

Interestingly, the head of the Kharkiv DEC, Sinehubov, who directly certified each of the passes, has remained silent so far. Neither law enforcement nor city officials are willing to ask him questions as the person who “gave the go-ahead” for several dozen men with military service to leave.

Coming back to Yegorova-Lutsenko, even later, journalists wrote about her husband’s residence permit in France, where he became a co-owner and beneficiary of LE FOLIE’S, a company that owns a nightclub and restaurant in Nice called No Name.

In addition, Vitaliy Lutsenko signed documents on the purchase of shares and his appointment as president of MIDI AU SOLEIL, which owns a restaurant on the Cannes waterfront.

Yegorova-Lutsenko herself partially confirmed this information, declaring her husband’s corporate rights in a number of companies:

  • Rayal Farm (100%);
  • Astara Law Firm LLC (100%);
  • Farm “Shchastia – 2016” (100%);
  • Energy Service Company of Ukraine LLC (100%);
  • private enterprise Energy Service Company of Ukraine (100%).
  • Simplified Joint Stock Company “Lunch in the Sun” (SAS Midi au Soleil, 100% of the authorized capital).

However, some objects, such as foreign real estate and rights, were left out of the declaration, which raises serious questions for the head of the Kharkiv Regional Council.

Now, Yegorova-Lutsenko is covering up for the secretary of the regional council’s budget commission and OPFL MP Hladkoskok, who is accused of a corruption crime. The latter is not only formally a member of the pro-Russian OPFL, but also has a place of birth in Ostrov, Pskov region of Russia.

According to law enforcement materials, in March, the prosecutor’s office notified Yegorova-Lutsenko that Gladkoskok was being prosecuted for a corruption crime.

According to criminal proceedings No. 52021000000000492, the man is accused of committing a criminal offense under Part 3 of Article 369 of the Criminal Code of Ukraine – offering and promising an official who holds a responsible position to provide him with an undue benefit, for the official to commit any action in the interests of the person who offers or promises such a benefit using his official position. Interestingly, all the corruption events took place during 2019-2020, but the case only went to court in 2024.

Gladkoskok repeatedly offered bribes to officials for obtaining information important to his own business structures. The list of the latter includes: TD Irbis LLC, Inpromservice LLC, Intechservice LLC, IrbisAgro LLC.

In addition, Hladkoskok had been “marking” for a long time by corrupt and non-corrupt means for the position of director of the Regional Cancer Center. Although he was unable to realize this, he still has influence and benefits from the activities of the Center. Thus, Gladkoskok continues to “feed” on the functioning of 2 enterprises: The Regional Center for Palliative Medicine “Hospice” of the Kharkiv Regional Council and the Regional Oncology Center.

Gladkoskok is also involved in environmental crimes at the Solid Industrial Waste Landfill of the Regional Municipal Specialized Enterprise. In 2021, during the inspection of the landfill and adjacent areas, residential plots, we found violations of environmental legislation. For example, water extracted by local residents from wells is unfit for consumption and contaminated, and waste is taken to the territory of a forest plantation located next to the landfill. In addition, the requirements established by environmental legislation to have a fence or ditch around the perimeter of the landfill are violated, and no control over compliance with environmental norms and standards is exercised.

Despite this, and the suspicion of several episodes of corruption, Hladkoskok continues to hold parliamentary powers and enjoys protection from law enforcement. There have been repeated cases of “leaking” information about upcoming searches and investigative actions to the MP and concealing criminal actions of the MP.

Questions also arise to Yegorova-Lutsenko, who: firstly, conceals the fact that the secretary of a key commission of the regional council was prosecuted for a corruption offense and, secondly, has not yet initiated the recall of the accused Hladkoskok from the post of secretary of the budget commission.

Is it possible that such silence and lobbying of Gladkoskok by Yegorova-Lutsenko is connected to the process of appointing the woman herself as the head of the Kharkiv Regional Council? It should be reminded that from 2017 to 2019, Tetiana was the head of the Main Territorial Department of Justice in the Kharkiv region. At the same time, Artur Tovmasian (who later headed the Kharkiv City Council) held a senior position in the Department of the State Executive Service of the Main Territorial Department of Justice in Kharkiv Oblast.

Even then, there was tension between Yegorova-Lutsenko and Tovmasian. With Avakov’s lobbying, the latter was appointed chairman of the regional council, but with the change of government and the loss of influence by the previous elite, Tovmasian was caught taking a bribe and removed from office. Thus, Yegorova-Lutsenko, with the assistance of Slyusarev, the then curator of the Servant of the People party in Kharkiv, became the head of the council.

By the way, Vadym Slyusarev left for Russia on the eve of the invasion and, through his associates, is currently doing business in Russia and in the occupied Crimea.

So, is Yegorova-Lutsenko following Slyusarev’s example and now protecting Gladkoskok?

We have also received information about Yegorova-Lutsenko setting up a business involving utility companies and their property. Therefore, we are actively studying the information and announcing a major investigation into the way the head of the Kharkiv City Council got to her current position.
