Drones for the Armed Forces of Ukraine or enrichment at the expense of Western partners? Digest of dismissals from the Industrial District Court of Dnipropetrovs’k

Embezzlement of financial aid received from concerned Ukrainians to support the Armed Forces, making money on the production of low-quality drones for the Defense Forces, manipulation of state property worth 5 billion, and distribution of tenders for the reconstruction and development of infrastructure among “their” players. All of this should be the primary focus of law enforcement investigations. However, as always, we face resistance from security forces and judges who are guarding criminal schemes.

After the nationalization of PrivatBank in 2016, companies from the orbit of oligarch Boholyubov, including Borivazh LLC, remained large debtors to the bank in the amount of over UAH 5 billion. The loans were secured by a strategic property – a grain terminal in the Pivdennyi port.

In 2023, Borivaz filed for bankruptcy, which is perceived as another attempt to avoid payments by colluding with corrupt judges. The latter thesis was confirmed by manipulations with the decision to change the company’s place of registration and move it to Dnipro, which indicated that the court proceedings were being tailored to the “right” judges of the Commercial Court of Dnipropetrovska oblast.

Interestingly, in August 2024, Borivaz’s management amended the mortgage agreement, setting new deadlines for the repayment of financial assistance – and this was a few weeks before the fate of their port terminal was to be decided. The goal is obvious – to “re-register” the terminal to a controlled company before the final bankruptcy decision.

Thus, we have a situation in which Borivazh, associated with the former owners of PrivatBank, in particular Boholyubov, owes the state bank about UAH 5 billion.

Despite the possibility to seize the property and sell the assets, ensuring the return of funds to the state bank, no action was taken by PrivatBank.

In addition, our materials and the demand to oblige representatives of the Dnipro Regional Prosecutor’s Office to enter information into the URPTI were rejected by the investigating judge of the Industrial District Court of Dnipro, Dotsenko S.I., in case No. 202/1170/25. Thus, we can see how judges of the city of Dnipro are covering Boholyubov’s schemes.

CALVER TECHNOLOGIES LLC and CALVER AVIATION LLC are the companies that supply drones to the Armed Forces of Ukraine under the Army of Drones and United24 initiatives. Both companies specialize in the production and supply of SKIF drones, which are supposed to help the Ukrainian military in reconnaissance, fire control, and other critical tasks at the front.

However, given the dubious history of the company’s owner, Oleh Krot, the question arises: are the companies really supporting the Armed Forces?

In addition, the owners of the Techiia IT holding, Krot and Lazebnikov, have launched a charitable organization called the Techiia Foundation, which raises funds to purchase ammunition and drones for the Armed Forces. However, it should be noted that the foundation’s activities raise many questions. “The Techiia Foundation does not provide clear reports on where the funds come from and how they are spent. In addition, there are no specific documents confirming the purchase of goods.

Even more interesting is the story of Lazebnikov, who from 2018 to 2020 headed the ME-Estate company, which is linked to Japanese investor Kaze Fuziyama, who allegedly invested $100 million in Mining Express. Subsequently, the latter’s activities became the subject of a criminal investigation, in which the aforementioned Krot was charged with fraud.

Despite the serious criminal charges, Lazebnikov and Krot continue their activities, creating new business structures that now, under the guise of supplying equipment to the Armed Forces, misappropriate not only Ukrainian millions but also funds from Western investors.

We highlighted these facts in our complaint. As expected, we received no response from law enforcement, so we sent the materials to the investigating judges. Once again, by the ruling of Judge S. Dotsenko of the Industrial District Court of Dnipro, the obligation of the Dnipro Regional Prosecutor’s Office to launch a pre-trial investigation was denied (case No. 202/1354/25).

Yuriy Holyk is a former advisor to the head of the Dnipro Regional State Administration, Valentyn Reznichenko. He is called the “curator” of the Big Construction project, although he positions himself as a “consultant” to the presidential initiative. Despite the lack of an official position, Golik actively influences large tenders and government contracts, particularly in the field of road construction.

One of the companies actively lobbied by Golik is Budinvest Engineering, which has become a regular participant in tenders for road construction and repair in Dnipropetrovs’k region.

During the period of the full-scale invasion, the Dnipropetrovs’k Regional State Administration continued to sign contracts with Budinvest Engineering for “mobile road repairs.” These contracts were supposed to look like an urgent necessity, but in fact became a tool for siphoning off budget funds. In the first three months of 2023 alone, BudinvestEngineering received UAH 1.5 billion for work that could have been done for much less money without overpricing.

And this is just one of a dozen examples of companies that have been actively lobbying for billions of dollars from the state budget over the years.

Investigating judge of the Industrial District Court of Dnipro S.I. Dotsenko again refused our request to oblige prosecutors of the Dnipro Regional Prosecutor’s Office to enter information into the URPTI (case No. 202/1520/25).
