DIM Group profits from illegal schemes with land, construction and tax evasion
Park Lake City, a residential complex located in the village of Pidhirtsi (Obukhiv district, Kyiv region), is at the center of an anti-corruption scandal. The developer, DIM Group, has been using dozens of schemes to illegally seize land plots, evade taxes and legalize funds.
What is known about the land?
11 hectares of water fund in a picturesque area near the reservoir bordering the Park Lake City complex were transferred to private ownership with the assistance of local authorities.
Instead of complying with land laws, land plots that should belong to the community ended up in the hands of controlled companies through illegal schemes. These actions were carried out for the purpose of further construction of the Park Lake City apartment complex with public facilities, including a kindergarten, school, engineering infrastructure and landscaping, within the village of Pidhirtsi.
The land was transferred at low prices through front companies. Some of the plots were transferred to developers through purchase and sale agreements with violations.
The water fund, which by law should remain in communal ownership, is now controlled by DIM Group.
How were community lands alienated?
Between 2013 and 2017, the land plots were transferred to private ownership on the basis of state acts and village council decisions. After that, the land was sold to individuals through sale and purchase agreements.
All the plots ended up in the possession of ESTET PRIME BUILD LLC, which is associated with the activities of an organized criminal group.
Who is responsible?
Andriy, Oleksandr and Anna Nasikovskyi, co-founders of DIM Group, are behind these schemes. Their actions were made possible by collusion with:
- Obukhiv District Council: it was this structure that approved suspicious decisions on land transfers.
- Local village councils: part of the land was registered through the Pidhirtsi village council.
- Cadastral registrars: land ownership documents were repeatedly forged to legalize illegal transactions.
How does DIM Group make money on these lands now?
DIM Group is building a premium residential complex on the land that used to belong to the water fund. Prices per square meter in Park Lake City start at $1,000.
In addition, the value of land in Pidhirtsi has risen sharply due to the project’s publicity, with DIM Group receiving plots at reduced prices or for free.
According to media reports, most of the income from the sale of Park Lake City real estate is not declared. According to preliminary estimates, the DIM Group has evaded taxes in excess of UAH 250 million. They control a number of legal entities such as ESTET PRIME BUILD LLC, Pidhirskyi ALMAZ LLC, ZNVKIF VOLZ CAPITAL JSC, and ANTILIA LTD, which help to make internal transfers of the funds received.
We have already addressed law enforcement agencies with our demands:
- To audit the land transactions of DIM Group.
- Initiate criminal proceedings against all those involved in the scheme.
- Ensure the return of illegally alienated land to communal ownership.
Every citizen has the right to know how community resources are being manipulated. This is not only a problem for Pidhirtsi, but also an alarming signal for the whole of Ukraine.
