“Big Construction” and the stolen billions of the budget by Tymoshenko’s supervisor. Road repairs or profiteering on asphalt during the war?

In the first months of the invasion, the government halted capital spending on road repairs. And the remaining UAH 7.13 billion accumulated for the Big Construction project was redirected to the state budget reserve fund, which finances the Ukrainian army and the needs of the defense industry.

However, the story did not last long, and by the end of the year, the largest contractors of the Big Construction began to receive new projects worth billions of budget. Moreover, often only one pre-determined participant (a member of the so-called “road cartel”) took part in the procurement, offering estimates with significantly inflated prices. Therefore, the state and local authorities were simply “forced” to conclude contracts with the only company that participated in the tender.

One of the participants in the “cartel” was the unremarkable Dorstroy PE. It was registered back in 2005 in Cherkasy region. The owner is currently Robert Grigoryan, and the director is Ihor Viblyi. The main activity is the construction of roads and highways.

Dorstroy’s profits unexpectedly increased during the full-scale invasion. For comparison, in 2021, it amounted to UAH 136,233,718. While this year’s profit is already UAH 649,074,604 for the first half of 2024.

The main customers of Dorstroy’s services are currently:

  1. State Enterprise “Local Road Service in Cherkasy Region”, with which agreements totaling UAH 430,523,628 were concluded.
  2. Department of Architecture and Urban Development of Cherkasy City Council – UAH 324,926,780.
  3. Department of Urban Planning, Architecture, Housing and Communal Services, Improvement, Infrastructure of Haysyn City Council – UAH 209,314,249.
  4. Department of Road Transport Infrastructure and Ecology of Cherkasy City Council – UAH 91,946,900.
  5. Cherkasy Operational Linear Road Administration of Cherkasy City Council – UAH 80,730,140.

In other words, Dorstroy’s scope of activity mostly covers Cherkasy region, whose budget the company has already emptied by more than UAH 600 million.

Moreover, the media have repeatedly published materials demonstrating how quickly Dorstroy’s new pavement can be deformed by hand. Not with heavy machinery, trucks, or even cars, but with your hands! In response to the residents’ outrage, the Dorstroy representative had nothing better to do than blame the terrible quality of the asphalt on the air temperature and “overloaded trucks.”

In addition, according to the results of tests of road surface samples, it was found that the top layer of asphalt concrete on Shevchenko Boulevard, which was reconstructed by Dorstroy, does not meet the requirements of the State Building Standards “Automobile Roads”, and the cost of repair work was overestimated by UAH 9.8 million!

In simple words: “Dorstroy” greedily saves on the pavement, which then simply ‘melts’ after the arrival of spring. Thus, with the assistance of the local authorities, Dorstroy receives contracts again and again, and pockets the saved balance.

That is, Dorstroy continues to seize budget millions without competition and resistance from the authorities. This company is assisted by Kyrylo Tymoshenko, a former official of the Presidential Office and now an advisor to the Minister of Defense. The man is still an informal overseer of the Big Construction program, and therefore, like no one else, is able to lobby the interests of the “cartel”.

Instead of quality roads and the opportunity to donate more money to the Defense Forces, the Cherkasy authorities choose to give billions to Tymoshenko and Dorstroy. That’s all you need to know about the officials’ thirst for victory.

In this regard, the legal department of Non-Stop filed a criminal complaint with the law enforcement agencies, as we wrote about earlier. The first results have already been obtained. For example, the Cherkasy Regional Prosecutor’s Office has entered information into the URPTI under the number 42024250000000061. But will this be an obstacle to obtaining new contracts?
