Attack on state registers. Did Ministry of Justice officials leak Ukrainians’ data to Russians?

Ukraine’s public sector has become a hostage to corruption schemes and inaction by its leadership. The scandal surrounding the State Enterprise National Information Systems, the enterprise responsible for maintaining state registries, is particularly noteworthy. Attention to this structure is growing due to its importance for national security and regular corruption allegations.

A large-scale attack on registries: who will respond?

Last week, Ukraine became a victim of a Russian cyberattack that affected the operation of state registries. It was against the backdrop of this scandal that the Ministry of Justice decided not to extend the contract with Oleksiy Berezhnyi, the Director General of the National Agency for State Registries. This decision raised suspicions of attempts to avoid responsibility for failures in cybersecurity.

Oleksiy Berezhnyi, whose contract expires on December 25, worked in an organization that regularly comes under criticism. At first glance, the dismissal may look like an attempt to find a scapegoat, but in reality, questions about the effectiveness of management remain open.

“Golden contracts: millions for affiliated companies

According to the documents, during Berezhnyi’s leadership, the NAIC regularly signed contracts with companies that offered inflated prices for goods and services. Among the contractors:

  • Medirent Solutions LLC – UAH 971.9 thousand for technical support of the software.
  • IT Specialist LLC – UAH 2.5 million for software updates.
  • PJSC Institute of Information Technologies – UAH 1.2 million for technical support.
  • BSS Ukraine LLC – UAH 20.1 million for Oracle software.

Despite the high-profile names of the companies, many of them turn out to be affiliated with NAIC employees, and the services they provide are significantly overpriced.

An analysis of Prozorro data revealed that all the tenders conducted by NAIS were for companies controlled by the company’s management:

  • Yuditrade LLC – UAH 1.3 million for multifunctional devices.
  • Oleksandr Leonidovych Dotsenko, a private entrepreneur, received UAH 1.1 million for transportation.

Investigations show that these funds were withdrawn through fictitious contracts to affiliated companies.

The main “fugitive” and the scheme of mobilization evasion

The case of NAIS Deputy Director General Pavlenko, who was abroad from March 2022 to March 2024, receiving a salary of UAH 5 million, is particularly egregious. Despite numerous inquiries from the public and law enforcement agencies, the Ministry of Justice, headed by Olena Stefanishyna, continues to cover up this situation.

Minister of Justice Stefanishyna not only ignores the accusations, but also facilitates the further operation of corruption schemes. The question arises: why, amid constant scandals of cyberattacks and embezzlement, does the Ministry’s leadership avoid responsibility? Given the real risk to national security posed by the cyberattack on state registries.
